National Collaboration Through AdyaCakra Formation Strengthens Indonesia’s Sovereign Cloud, AI, and Cybersecurity

Jakarta, INTI - PT Telkom Indonesia (Telkom) hosted the Indonesia Tech Sovereignty Forum 2026 themed “The Rise of Indonesia Tech Sovereignty” at Telkom Landmark Tower in Jakarta.

The forum served as a strategic cross-sector collaboration platform aimed at strengthening Indonesia’s technological sovereignty through three main pillars: Cloud Sovereignty, AI Sovereignty, and Cybersecurity Sovereignty. The initiative is intended to accelerate the development of a more independent, secure, and globally competitive national digital ecosystem.

Among the key figures attending the forum were Director General of Digital Ecosystem at Indonesia’s Ministry of Communication and Digital Affairs Edwin Hidayat Abdullah, Managing Director of Strategic Technology Initiatives at Danantara Indonesia Ricardo Irwan Rei, Deputy IV for Economic Cybersecurity and Encryption at Badan Siber dan Sandi Negara Slamet Aji Pamungkas, Telkom Director of Strategic Business Development and Portfolio Seno Soemadji, and Accenture APAC Managing Director for Gen AI and Sovereign AI Kunal Shah.

Indonesia Pushes Cross-Sector Collaboration for Technology Sovereignty 

The participation of these stakeholders highlighted the growing importance of cross-sector collaboration in strengthening Indonesia’s technological sovereignty while building a more adaptive and sustainable digital ecosystem amid the rapid pace of global digital transformation.

As digital technology adoption continues to rise, the issue of sovereignty has become an increasing concern for many countries. Dependence on global infrastructure, platforms, and technologies is now viewed not only as a technological issue, but also as a matter of economic resilience, data security, and national strategic interests.

This condition reinforces the urgency of building a sovereign digital ecosystem to ensure that national data, infrastructure, AI capabilities, and cybersecurity remain under Indonesia’s jurisdiction, interests, and control.

Through the forum, Telkom encouraged stronger national collaboration to ensure Indonesia does not merely become a digital market, but also develops, manages, and monetizes its own digital assets and technological capabilities. The initiative is expected to strengthen Indonesia’s position within the global digital economy value chain.

Through the Indonesia Tech Sovereignty Forum 2026, Telkom aims to encourage broader collaboration and collective movement toward Indonesia’s technology sovereignty while reinforcing a national digital foundation capable of creating economic value, innovation opportunities, and sustainable competitiveness at both regional and global levels.

“National digital transformation is not only about accelerating technology adoption, but also about ensuring Indonesia has the capability, resilience, and control over its own digital infrastructure and ecosystem. Cross-sector collaboration is essential so Indonesia can become not only a user of global technology, but also a nation capable of building strong and sustainable domestic digital capabilities,” said Edwin Hidayat Abdullah on Thursday, May 21, 2026.

From the perspective of cybersecurity and national data protection, BSSN Deputy IV Slamet Aji Pamungkas emphasized the importance of strengthening national control over strategic data and digital systems.

“National strategic data must be managed and remain under Indonesia’s jurisdiction so that operational, ownership, and security aspects can be optimally controlled. This also includes mastery of encryption systems as an essential component of protecting national data security, while remaining open to global technological developments,” he explained.

In line with this vision, Telkom Director Seno Soemadji stated that Indonesia’s digital transformation momentum should become a turning point in strengthening the country’s role within the global technology ecosystem.

“Indonesia has enormous potential not only to become a digital market, but also to become an important player in building the regional technology ecosystem. Strengthening Indonesia’s cloud, AI, and cybersecurity capabilities is therefore essential to ensure national data, intelligence, and digital economic value can grow and generate greater benefits for Indonesia itself,” Seno stated.

Indonesia Tech Sovereignty Forum 2026 addressed a wide range of strategic topics, including sovereign cloud infrastructure, Indonesia-context AI development, national cyber resilience, and the strengthening of domestic digital talent capacity as part of long-term efforts to enhance the country’s technological independence and competitiveness.

Beyond serving as a strategic dialogue platform, the forum also marked the launch of the Charter of Digital Sovereignty as a collective commitment to strengthening Indonesia’s national technology ecosystem.

AdyaCakra Initiative Supports Indonesia’s Digital Ecosystem Development 

During the event, Telkom also introduced the AdyaCakra initiative as part of its sovereign cloud, sovereign AI, and sovereign cybersecurity development strategy aimed at strengthening Indonesia’s role as a developer and driver of the regional digital ecosystem.

“AdyaCakra is expected to become part of Telkom’s contribution to strengthening Indonesia’s digital sovereignty foundation while supporting national economic growth acceleration through the development of a stronger, more adaptive, and globally competitive digital economy ecosystem,” Seno added.

As part of its TLKM 30 transformation strategy, Telkom continues strengthening its role as an orchestrator of Indonesia’s national digital ecosystem through the development of digital infrastructure, platforms, and technological capabilities to meet the rapidly growing demand for digital services.

This technology sovereignty vision is also aligned with Telkom’s broader efforts to adopt and develop AI capabilities through its five pillars of AI Center of Excellence (AI CoE).

To build a national AI ecosystem, Telkom collaborates with universities for research and talent development through AI Campus, provides innovation spaces for developers through AI Playground, facilitates community engagement through AI Connect, delivers proven AI solutions for society and industry through AI Hub, and implements AI internally through AI Native initiatives.

Through these ongoing initiatives, Telkom aims not only to strengthen national data protection and digital sovereignty, but also to deliver tangible benefits for society and industry across Indonesia.
