Jakarta, INTI – Internet access in Indonesia continues to show a positive trend. According to the latest survey by the Indonesian Internet Service Providers Association (APJII), the country's internet penetration rate in 2025 has reached 80.66 percent. This means that more than 229 million people in Indonesia are now connected to the internet out of a total population of around 284 million.
This marks an increase of about 1 percent from the previous year, which recorded a penetration rate of 79.50 percent. The survey results were officially launched on Wednesday, 6,August 2025 at the Jakarta International Convention Center (JICC), Central Jakarta.
Java Island Leads in Internet Access
APJII Chairman Muhammad Arif explained that Java Island continues to lead in internet penetration, reaching 84.69 percent. Java also contributes the largest share to the national internet usage, accounting for 58.14 percent of the total.
“Java remains number one due to its large population compared to other regions,” said Arif.
Following Java, the regions with the next highest internet penetration rates are Kalimantan (78.72 percent), Sumatra (77.12 percent), Bali and Nusa Tenggara (76.86 percent), Sulawesi (71.64 percent), and Maluku and Papua (69.26 percent).
Urban vs Rural: Who’s More Connected?
The survey also highlighted a noticeable gap between urban and rural areas. Urban areas have an internet penetration rate of 85.53 percent, while rural areas stand at 76.96 percent. However, rural regions still contribute significantly 41.76 percent showing that digital infrastructure is increasingly reaching remote areas.
Young Generations Dominate Internet Usage
From a demographic perspective, millennials (aged 28–43) are the largest group of internet users with a penetration rate of 89.12 percent, followed by Generation Z (87.80 percent) and Generation Alpha (79.73 percent). Older generations such as Gen X, baby boomers, and pre-boomers have lower internet penetration rates of 79.48 percent, 59.40 percent, and 20.88 percent respectively.
In terms of gender, male users slightly outnumber female users, with penetration rates of 82.73 percent and 78.57 percent respectively. Their contribution to overall internet use is nearly equal: 51.50 percent for males and 48.50 percent for females.
Social Media and Entertainment Drive Internet Use
The main reasons people access the internet include using social media (24.80 percent), reading news (15.04 percent), making online transactions (14.95 percent), and watching entertainment content (14.68 percent). Other uses include accessing public services, financial services, communication via email, online learning, transportation apps, and remote working.
However, working from home now only accounts for 3.54 percent, a sharp drop compared to the pandemic era. “Working from home is no longer dominant. Usage patterns have shifted back, with people returning to offices and using the internet more for social and entertainment purposes,” Arif added.
Survey Coverage and Methodology
The Indonesian Internet Profile 2025 survey was conducted from April 10 to June 16, 2025, involving 8,700 Indonesian citizens aged 13 years and older. The data was collected through face-to-face interviews across various regions and demographics.

The APJII 2025 survey highlights that the internet has become an integral part of everyday life for most Indonesians. The steady increase in internet penetration, the dominance of younger generations in usage, and the expanding access in rural areas demonstrate that Indonesia is making significant progress toward nationwide digital inclusion.
