Minister of Communication and Information Technology Accelerates Digital Transformation in Indonesia

Jakarta, INTI – The Indonesian government is intensifying its efforts to implement Presidential Regulation No. 82 of 2023 concerning the Acceleration of Digital Transformation and Integration of National Digital Services (PTKLDN). Minister of Communication and Information Technology (Menkominfo) Budi Arie Setiadi emphasized that the regulation's success relies on a robust foundation of Digital Public Infrastructure (DPI).

"We continue to push for the implementation of this regulation, ensuring it is built on a strong Digital Public Infrastructure (DPI) foundation," said Minister Budi Arie Setiadi during a closed release event for INA Digital on Monday, 30 September 2024.

The Minister highlighted three key pillars essential to delivering efficient and effective digital services: Digital ID, Data Exchange Platform, and Digital Payment. Digital ID guarantees identity protection and personal data security, while the Data Exchange Platform acts as an information superhighway, simplifying service integration. Lastly, Digital Payment provides the public with seamless and secure instant transactions.

"As part of this integrated digital identity ecosystem and national portal system, INAKU, INAGOV, and INAPAS are being rolled out gradually," said Minister Budi Arie.

INAKU serves as a national public service portal offering easy access to various public services, whereas INAGOV is a government administration portal designed to simplify the management of Civil Servants (ASN) by integrating different digital services.

"Meanwhile, INAPAS functions as a comprehensive identity service, providing electronic identification, authentication, and authorization services for the Indonesian government," added the Minister.

The integration of these applications is supported by cross-ministerial and cross-agency collaboration, reinforcing the implementation of the PTKLDN Presidential Regulation. INAKU and INAGOV are now integral components of the National Data Center (PDN) and Electronic-Based Government System (SPBE) ecosystems.

"This ecosystem's development is aimed at providing public and government administration services rooted in convenience, efficiency, integration, security, and personalized user experiences for both the general public and civil servants (ASN)," Menkominfo explained.

The Ministry of Communication and Information Technology (Kominfo) is tasked with developing both the application and infrastructure domains to accelerate the integration of national digital services. Menkominfo highlighted several projects spearheaded by Kominfo, including the Government Services Hub System (SPLP), Government Intranet (JIP), National Portal, and the National Data Center (PDN).

"In terms of infrastructure, over the past two years, SPLP has covered 61% of 629 institutions with a Service Level Agreement (SLA) of 99.5%. Meanwhile, JIP functions as a closed interconnection network between central and regional government institutions," said Budi Arie.

The Minister added that JIP has successfully connected 98 of 109 ministries, agencies, and local governments. Additionally, the National Data Center (PDN) serves as critical infrastructure for SPBE, supporting the integration of business processes, data and information, infrastructure, applications, and security.

All of these efforts align with the goals of the digital government outlined in the Vision of Digital Indonesia (V-I-D) 2045. The goal is to develop an integrated, responsive, and efficient public service ecosystem.

"I hope these steps will further encourage collaboration as we move toward a productive, sustainable, and empowering National Digital Transformation, supporting the vision of Indonesia Emas 2045," Menkominfo concluded.
