Danantara Names Eight Partners for the Second Phase of WTE Project in Eight Locations

Jakarta, INTI - Danantara, through PT Daya Energi Bersih Nusantara (Denera), has officially named eight companies as partners for the second phase of the waste-to-energy (WTE) project, which will be built in eight locations across 20 regencies/cities.

CEO of Denera, Fadli Rahman, explained that the eight selected partners were chosen after a rigorous and independent selection process. He stated that the selection process in this second phase was more competitive and diversified due to the large number of applications received.

"The second phase of partner selection was more competitive, with 68 applications received for eight locations. Applications also came from various countries, not only China, but also Indonesian, French, Japanese, and Indian companies," Fadli told reporters in Jakarta on Monday, July 13, 2026.

The Selected Partners

The appointment of the WTE project’s second phase partners aligns with the issuance of conditional letters of award (CLOA) to eight selected companies and consortiums on July 13, 2026.

The eight selected partners are as follows:

  1. SUEZ Insan Asia will operate the WTE facility in the Medan Raya agglomeration area with a waste management capacity of 1,700 tons per day.
  2. Everbright Cemerlang Energy Consortium (Everbright Harmoni) will build the WTE facility in Bekasi Regency. 
  3. Bumi Biru Indonesia (SUS Indoplas) will manage WTE facility in Lampung Raya area.
  4. PT Chandra Waste Energy will manage the WTE area in the Serang Raya area with its consortium, Masa Depan Energi Indonesia, with a capacity of 1,161 tons per day.
  5. Veolia Environmental Services Asia Pte. Ltd. will manage WTE facility in Semarang with a capacity of 1,100 tons per day.
  6. Mentari Citra Lestari Consortium, consisting of PT Bakrie Power, PT Acritas Karya Persada, and SUS Indonesia Holding Limited, was selected as the partner for the WTE facility in Surabaya.
  7. MPM-CEVIA Enviro Inc. (PT Mega Power CEVIA) Consortium is selected to manage WTE facility in Bogor.
  8. Cakra Energi Lestari Consortium, consisting of PT Pertamina Power Indonesia, Tianjin TEDA Environmental Protection Co., Ltd., and CITICC International Investment Limited, is selected to manage WTE facility in Yogyakarta.

The Selection Process

Fadli added that all selection stages were conducted objectively, based on good governance principles, and adhering to international best practices. The assessment covered aspects of the WTE project's credentials, financial capability, implementation and commercial speed, strategic aspects and risk management, as well as long-term commitment and execution experience in Indonesia.

"To ensure the independence and quality of the process, we appointed independent technical, legal, and commercial advisors to assist with all stages of the evaluation," he said.

Meanwhile, CEO of Danantara, Pandu Sjahrir, stated that the involvement of leading global WTE companies demonstrates Indonesia's growing credibility as an investment destination.

"We see this as an opportunity to accelerate technology transfer, build national capacity, and strengthen the waste management industry ecosystem in Indonesia," said Pandu.

The selection process was conducted competitively, receiving 68 proposals from companies and consortiums from Indonesia, China, France, Japan, and India. Assessment was based on project experience, financial capacity, implementation speed, risk management, and long-term commitment with independent advisory support.
