BKN and Microsoft Indonesia Launch AI Training Program for 145,000 Indonesian Civil Servants

Jakarta, INTI - Indonesia’s National Civil Service Agency (BKN) is preparing 145,000 civil servants (ASN) to navigate the artificial intelligence (AI) era through a comprehensive training and digital leadership capacity-building program in collaboration with Microsoft Indonesia.

BKN Head Prof. Zudan emphasized that bureaucratic transformation in the age of AI is no longer an option but an urgent necessity. As AI increasingly automates administrative and routine tasks, he stressed that the government’s greatest investment must be developing AI-ready civil servants capable of driving a more professional, innovative, and data-driven bureaucracy.

Building Agile, Digital, and AI-Ready Civil Servants

According to Prof. Zudan, future civil servants must possess agile mindsets, digital capabilities, and AI readiness. Beyond mastering digital tools, they are expected to demonstrate adaptability, continuous learning, and resilience in responding to rapid technological changes.

Future ASN competencies must extend beyond traditional regulatory and administrative knowledge to include data literacy, AI literacy, critical thinking, complex problem-solving skills, and a growth mindset. This transformation aims to shift civil servants from administrative executors into analytical and strategic professionals capable of creating effective solutions to public challenges.

Speaking at the GARUDA Impact Summit 2026 themed “Empowering Responsible AI for Indonesian Citizen” in Jakarta, Prof. Zudan highlighted that AI should be leveraged to improve government governance, accelerate workflows, enhance decision-making accuracy, and deliver faster and more responsive public services.

AI Innovation Accelerates Public Service Modernization

As part of its digital transformation journey, BKN has introduced several AI-powered innovations, including the BKN AI Chatbot (Melinda), AI-based proctoring for Computer Assisted Test (CAT) systems, automated personnel document classification, and digital verification and validation processes.

These innovations support the modernization of civil service management and the implementation of 12 Pro-Career ASN policies. The ultimate goal is to establish a more modern, effective, and world-class bureaucracy while delivering public services that are easier, safer, and more beneficial for citizens.

Strategic Collaboration Expands AI Capacity Development

Prof. Zudan noted that the success of digital transformation depends not only on advanced technology but also on the quality of human resources. Therefore, BKN continues to strengthen ASN competencies through various development programs, including AI training initiatives in partnership with Microsoft Indonesia and Binar Academy.

The strategic collaboration between BKN and Microsoft Indonesia, formalized in April 2026, includes training programs running from May to July 2026. The initiative has attracted strong enthusiasm, with 12,551 participants already enrolled and a target of reaching 145,000 civil servants.

The program consists of six batches of AI for Public Impact and one AI Policy Lab for Leaders. Participants receive practical knowledge on AI fundamentals, AI-driven policymaking, information management, workplace productivity, public service innovation, as well as AI governance and strategic implementation within government institutions.
