SPBE Becomes the Backbone of Digital Government as Kemkomdigi Integrates 27,000 Central and Regional Applications

Jakarta, INTI - The government has reaffirmed the Electronic-Based Government System (SPBE) as the primary foundation of Indonesia’s national digital governance.

Its main focus is the integration of public services, ensuring citizens no longer have to deal with fragmented and repetitive systems.

Deputy Minister of Communication and Digital Affairs Nezar Patria stated that sector-based digitalization practices are no longer relevant.

The government must unify systems so that public services operate within a single national architecture.

“At present, there is extensive duplication of applications, around 27,000 in total, spread across ministries, agencies, and both central and regional governments. This represents a major challenge for us to integrate them into a single Electronic-Based Government System (SPBE) program,” said Deputy Minister Nezar Patria during a working meeting with Committee I of the Regional Representative Council (DPD RI) in Central Jakarta on Tuesday, January 20, 2026.

He explained that SPBE integration will reduce system overlaps, streamline service workflows, and ensure data interoperability across government institutions.

For the public, this integration translates into public services that are more accessible and consistent across regions.

Integrating Services for Citizens and Regions 

At the regional level, the Ministry of Communication and Digital Affairs (Kemkomdigi) is encouraging alignment of local digital systems with the national infrastructure prepared by the central government, including the National Data Center and the national API as the backbone of service data exchange. 

“The goal is to ensure public services are more integrated and easily accessible to all citizens, while at the same time fostering local digital ecosystems,”
he added.

Kemkomdigi also recorded progress in strengthening the foundation of national digital governance.

The National Digital Transformation Index shows that Indonesia’s overall score increased from 50.1 in 2022 to 54.3 in 2024.

The digital government pillar has demonstrated steady improvement.

Nevertheless, Nezar emphasized that the next phase requires stronger data strategies, deeper service integration, and enhanced information security standards to ensure SPBE truly delivers an efficient and trustworthy bureaucracy.

He stressed that SPBE is a national agenda that can only succeed if central and regional governments move in the same direction.

“Digital transformation must be viewed as a national agenda jointly implemented by both central and regional governments, so that all regions can participate equally in supporting the achievement of national development priorities,” he concluded.
