Not Just a Global Technology, Deputy Minister Nezar Patria: Indonesia’s AI Must Align with Pancasila Values

Jakarta, INTI - Deputy Minister of Communication and Digital Affairs Nezar Patria emphasized that the development of artificial intelligence in Indonesia must be grounded in Pancasila values to ensure the country does not lose its own perspective and cultural identity.

He noted that AI development cannot rely solely on global technologies, but must also reflect Indonesia’s national values and worldview.

“We want sovereign AI that is aligned with our cultural and social values,” he said during a discussion with researchers from the Centre for Strategic and International Studies (CSIS) at the Ministry’s headquarters in Central Jakarta on Thursday, April 23, 2026.

Pancasila as the Foundation of AI Development 

Nezar Patria stated that Indonesia has set a clear direction by positioning Pancasila as the foundation for the development and implementation of AI across sectors.

“We have established Pancasila as the guiding norm for all AI developers, companies, and institutions seeking to adopt this technology,” he stressed.

According to him, this approach is essential to ensure that Indonesia does not merely become a user of technologies shaped by other countries, but is able to create solutions that are relevant to its own social context.

He explained that each country has its own values and perspectives, which cannot always be fully translated into global languages or technological systems.

“We have our own values and worldview that cannot always be directly translated. This must become part of our technological development,” he said.

Building Sovereign AI Through Global Collaboration 

In the global context, Nezar also highlighted that current technological advancements are still largely dominated by developed countries, which risks positioning developing nations merely as markets.

Therefore, Indonesia is advocating for a more collaborative approach that allows developing countries to actively participate in building technology, rather than just consuming it.

“With this approach, we are not only adopting technology, but also shaping it in line with our needs and values,” he emphasized.

In addition, the government has finalized the national AI roadmap, which will serve as a cross-sectoral guideline.

“The national AI roadmap document has been submitted to the State Secretariat, and we are awaiting its formalization as a presidential regulation,” he said.

The roadmap was developed through an extensive process involving hundreds of stakeholders from various sectors.

“We conducted more than 24 rounds of discussions with hundreds of participants from different stakeholder groups,” he explained.

Through this value-based approach, Indonesia aims to ensure that AI development not only drives technological advancement, but also preserves national identity and safeguards national interests amid global dynamics.

Indonesia is positioning itself not just as a technology adopter, but as an active contributor in shaping AI that reflects its own cultural values. By grounding AI development in Pancasila and promoting global collaboration, the country aims to balance technological progress with national identity and long-term strategic interests.
