Indonesia's Ministry of Communication and Digital Affairs Gathers Industry Input on AI-Era Copyright Governance

Jakarta, INTI - Indonesia's Ministry of Communication and Digital Affairs (Komdigi) is continuing to gather input from industry stakeholders as it develops a copyright governance framework for the era of artificial intelligence (AI).

During a meeting with Google, Vice Minister of Communication and Digital Affairs Nezar Patria discussed issues surrounding the protection of journalistic content, the use of AI, and potential collaboration models between digital platforms and media organizations.

Nezar said the government values Google's contribution to Indonesia's media ecosystem while seeking broader industry perspectives on the challenges facing the sector.

AI Reshapes the Media Industry

According to Nezar, the government is closely monitoring the impact of AI on the sustainability of Indonesia's media industry.

Media companies have reported significant declines in website traffic, resulting in reduced revenue and highlighting the need for new business models that can adapt to the evolving digital landscape.

He noted that some publishers have experienced traffic losses of up to 70%, making it increasingly important to establish sustainable business models that align with rapid technological advancements.

Balancing Copyright Protection and Innovation

Nezar emphasized that the government is collecting feedback from multiple stakeholders to ensure future regulations strike a balance between copyright protection, media industry sustainability, and legal certainty for digital platforms while supporting Indonesia's digital economy.

He stressed that discussions remain ongoing, with the government committed to developing a framework that is fair, transparent, accountable, and beneficial for all parties.

As the next step, Komdigi will facilitate further discussions involving the Ministry of Law, Ministry of Culture, Ministry of Creative Economy, media companies, digital platforms, and other stakeholders to develop copyright governance tailored to the unique characteristics of each industry.

Nezar added that every sector has different needs and business models, requiring policies that reflect those differences rather than applying a single approach.

Google Offers Industry Perspective

During the consultation, Kate Beddoe, Managing Director of News for Google Asia Pacific, shared Google's views on several aspects of Indonesia's proposed Copyright Bill, including the definition of journalistic works, the use of content for AI development, and licensing mechanisms between digital platforms and media companies.

Google also proposed maintaining business-to-business (B2B) licensing arrangements as an alternative that could coexist alongside the Collective Management Organization (LMK) model.

By engaging industry stakeholders in ongoing consultations, Indonesia aims to establish a balanced copyright governance framework that protects intellectual property, supports media sustainability, and encourages responsible AI innovation in the digital economy.
