Jakarta, INTI - Indonesia’s Minister of Communication and Digital Affairs, Meutya Hafid, has emphasized that the T3 principles, Connected, Growing, and Protected, are essential foundations for digital archiving. The approach aims to establish integrated and secure government data management while improving the quality of public services.
Meutya stated that digital archiving is not merely about storing documents electronically, but is also an integral part of building a transparent and accountable digital government.
She delivered the remarks at the Internal Archives Oversight Results Handover event at the Ministry of Communication and Digital Affairs (Komdigi) in Jakarta on Thursday, October 15, 2026.
According to Meutya, accurate data recording and management must be prioritized in every government work process.
“Accurate recordkeeping must become a habit in every work process. For us, recordkeeping comes first. Data must be accurate, and information must never be communicated incorrectly,” Meutya said in a statement confirmed in Jakarta on Friday, October 16, 2026.
T3 Principles Form the Foundation of Government Digital Archiving
Meutya explained that the principles of Connected, Growing, and Protected play an important role in developing an effective digital archiving system.
These three principles serve as the foundation for Komdigi’s efforts to strengthen data governance while improving the efficiency of government programs.
The Connected principle emphasizes the importance of integrating data and archives so they can be accessed and utilized by different departments within an organization.
“In the context of digital archiving, Connected means ensuring that data and archives are integrated and can be utilized across departments to support productivity and decision-making,” Meutya said.
Through this integration, information stored in archiving systems can support coordination and decision-making across government institutions.
Meanwhile, the Growing principle positions archives as a source of organizational learning to improve program implementation and policymaking.
Program records, evaluation results, and policy documentation can serve as references for enhancing operational effectiveness.
Using these archives also enables future programs to be developed based on reliable and accountable information.
Digital Minister Emphasizes Government Data Security and Confidentiality
Beyond data integration and utilization, Meutya highlighted the importance of the Protected principle in government digital archiving systems.
This principle encompasses the security, integrity, confidentiality, and long-term preservation of archives in accordance with applicable regulations.
According to Meutya, archive management must ensure that all information with continuing value is properly stored and maintained.
Meanwhile, records must not be destroyed arbitrarily, as their disposal must follow established classifications, retention periods, and procedures.
These governance measures are necessary to ensure government documents remain available as sources of information and accountability.
Meutya also considers stronger digital archiving an essential component of building a more transparent and accountable government.
Digital Archiving Considered Essential for Artificial Intelligence Development
The minister also linked the importance of digital archiving to the development of artificial intelligence (AI).
According to Meutya, advances in AI are making the government’s ability to manage and utilize data increasingly important.
Accurate and integrated data can provide a foundation for developing digital technology innovations.
Effective data management is also necessary to ensure that AI applications deliver solutions aligned with public service needs.
“The ability to manage, maintain, connect, and process data has become one of the essential foundations for the development of digital technology,” Meutya said.
She emphasized that technological development must be supported by reliable information management systems.
Consequently, implementing the T3 principles is considered relevant to advancing digital technology while maintaining the quality of government data.
Komdigi Archives Evaluation Expected to Improve Public Service Performance
Meutya delivered her remarks at Komdigi’s Internal Archives Oversight Results Handover event, which carried the theme “Empowering the Future: Connected Archives, Growing Performance, Protected Integrity.”
The event formed part of the ministry’s evaluation of archive management practices.
Meutya expressed hope that the evaluation would strengthen the commitment of all departments to implementing better archival governance.
Archiving should no longer be viewed merely as an administrative task, but as an integral part of government operations and organizational performance.
Through the implementation of the T3 principles, Komdigi aims to ensure that digital archive management supports the effectiveness of government programs.
Meutya also expressed hope that improvements to the archiving system would deliver tangible benefits in the quality of public services.
Conclusion
Indonesia’s Ministry of Communication and Digital Affairs is promoting the T3 principles, Connected, Growing, and Protected, to strengthen digital archiving and government data management. By integrating data, using archives to improve decision-making, and safeguarding information, the initiative aims to accelerate digital transformation and enhance public service quality.
