Indonesia Pushes for Urgent AI Regulations to Balance Public Protection and Innovation Growth

Jakarta, INTI - Minister of Communication and Digital Affairs Meutya Hafid emphasized that Indonesia urgently requires a dedicated regulatory framework for artificial intelligence (AI) governance to ensure the technology is developed and utilized responsibly, particularly amid the country’s rapidly growing digital ecosystem with approximately 230 million internet users.

Government Prepares Comprehensive Framework for AI Governance

According to Meutya, Indonesia needs a clear legal foundation to oversee AI development and implementation, ensuring that technological advancements align with ethical standards, public interests, and national priorities.

The urgency of establishing AI regulations was further highlighted by incidents in 2025 involving the suspension of World Apps services, which raised concerns over potential misuse of citizens’ personal data, including cases where individuals shared their retinal data in exchange for financial incentives.

She stated that a stronger regulatory framework is essential to prevent similar cases in the future, strengthen data protection, and create a safer environment for the adoption of emerging digital technologies.

Ten Strategic Sectors Become Priorities for AI Implementation

The government plans to prioritize AI governance across ten strategic sectors, including food security, healthcare, education, economic and financial services, bureaucratic reform, politics, law and security, energy and environmental sustainability, housing, transportation, infrastructure, as well as arts and the creative economy.

These sectors were selected based on their potential to improve productivity, enhance public services, and support more inclusive and sustainable national development.

Meutya explained that the Ministry of Communication and Digital Affairs will formulate the overarching AI regulatory framework, while relevant ministries and institutions will be responsible for developing more detailed regulations tailored to the specific needs of their respective sectors.

Currently, the Ministry is preparing a Presidential Regulation covering AI ethics, governance principles, and Indonesia’s long-term AI development roadmap.
