Indonesia, Kazakhstan, and Tajikistan Strengthen Collaboration on Green Energy and Hydropower Projects

Jakarta, INTI - Mohammad Jumhur Hidayat expressed support for a strategic green energy cooperation initiative between Indonesia, Kazakhstan, and Tajikistan, which is set to be formalized through a government-to-government Memorandum of Understanding (MoU) among the three countries.

The initiative was conveyed by Fadjroel Rachman, as stated in an official press release from the Indonesian Embassy in Astana. The planned collaboration follows a series of meetings held in Kazakhstan and Tajikistan discussing issues related to water management, climate change, and preparations for the 2026 Regional Ecological Summit in Kazakhstan.

Cooperation Focuses on Environment and Green Energy

According to Jumhur, the three countries share common visions and missions that could be integrated across various environmental and green energy sectors.

“The three nations share similar commitments regarding climate change, water management, waste management, green energy, and green investment, as highlighted by Ambassador Fadjroel. This includes waste-to-energy initiatives, smelter decarbonization, and the development potential of large-scale hydropower plants in Kayan, North Kalimantan, and Mamberamo, Papua,” Jumhur stated.

The proposed areas of cooperation include climate change mitigation, water resource management, waste processing, renewable energy development, green investment, waste-to-electricity projects, smelter decarbonization, and hydropower plant development.

Jumhur added that these shared priorities could strengthen South-South Cooperation on environmental and sustainability initiatives.

“We are not merely discussing concepts on paper. We have agreed with the Ambassador to formulate the scope of a government-to-government MoU that will include knowledge transfer, green investment, and pilot projects,” he said.

Hydropower Development and Green Investment Opportunities

Fadjroel highlighted that one of the most significant aspects of the cooperation involves the development of large-scale hydropower projects by leveraging Tajikistan’s expertise in dam construction and hydroelectric systems in mountainous regions.

He also noted that bilateral discussions on water cooperation had already begun in 2024 under former President Joko Widodo.

“Regarding hydropower cooperation, President Jokowi previously met Tajikistan Prime Minister Kokhir Rasulzoda during the 2024 World Water Forum in Bali. This green economy potential could also benefit from the Indonesia–Eurasian Economic Union Free Trade Agreement signed on December 21, 2025,” Fadjroel explained.

He cited Tajikistan’s Norak Dam, which has an installed capacity of 3,000 MW, as well as the Rogun Dam, recognized as the world’s tallest dam, with a planned installed capacity of 3,780 MW.

Fadjroel also expressed hope that Jumhur would participate in several upcoming international forums related to environmental and water issues, including the 2026 UN Water Conference and UNFCCC COP31 2026.

Beyond government-level cooperation, Fadjroel encouraged the exploration of innovative financing schemes through green investment involving state-owned electricity companies and private sector entities from Indonesia, Kazakhstan, and Tajikistan.

“This is not merely conventional diplomacy. This is an action-oriented partnership. The world is moving rapidly toward green energy and a circular economy. Indonesia, Kazakhstan, and Tajikistan can move together toward a better future,” Fadjroel concluded.
