Indonesia and Russia Explore Strategic Investments in Energy and Nuclear Development

Jakarta, INTI - Indonesia and Russia are exploring broader cooperation opportunities across the energy sector, including oil and gas, LNG, LPG, renewable energy, and the peaceful use of nuclear power during the 14th Indonesia–Russia Joint Commission Meeting on Trade, Economic, and Technical Cooperation held in Kazan, Russia.

Energy and mineral resources emerged as one of the key pillars of bilateral cooperation discussed during the forum, reflecting both countries’ growing interest in strengthening long-term strategic energy partnerships.

Indonesia’s Vice Minister of Energy and Mineral Resources, Yuliot, outlined several ongoing and potential collaborations between Indonesia and Russia in the energy sector during the plenary session of the joint commission meeting.

According to Yuliot, cooperation with Russia has already generated a number of investment commitments in upstream oil and gas projects, refinery development, renewable-based power generation, and the planned development of small modular nuclear power plants.

Oil, Gas, and Nuclear Energy Cooperation

Discussions during the forum covered a wide range of strategic initiatives, including follow-up plans for crude oil procurement, oil and gas field development, progress on the Grass Root Refinery (GRR) Tuban project, and cooperation in nuclear energy for peaceful purposes.

Yuliot emphasized the importance of strengthening investment and energy technology cooperation between Indonesia and Russia to support national energy security and accelerate the transition toward cleaner energy systems.

“This aligns with national priorities to strengthen energy resilience, both for fuel supply and electricity,” Yuliot stated.

Beyond oil, gas, and electricity development, the bilateral talks also included mineral downstream processing, metallurgy, and industrial standardization in the energy and mining sectors.

Clean Energy Targets Under Indonesia’s 2025–2034 Power Plan

During the meeting, Yuliot reaffirmed Indonesia’s commitment to accelerating clean energy development through the National Electricity Supply Business Plan (RUPTL) 2025–2034.

Under the plan, the Indonesian government targets an additional 70 gigawatts of new power generation capacity over the next decade.

Of the total planned expansion, around 40 gigawatts, or approximately 62 percent, is expected to come from renewable energy sources.

The government also plans to develop two nuclear power plant units with a combined capacity of 500 megawatts as part of its long-term energy diversification strategy.

Yuliot explained that the RUPTL 2025–2034 roadmap reflects Indonesia’s ambition to strengthen sustainable power generation while balancing growing national electricity demand and long-term energy security goals.

The 14th Indonesia–Russia Joint Commission Meeting concluded with the signing of Agreed Minutes outlining several follow-up initiatives in the energy and mineral resources sectors between both countries.

The bilateral commission forum serves as an official cooperation mechanism between the Governments of Indonesia and the Russian Federation to evaluate and advance collaboration across strategic sectors.

Indonesia’s participation through the Ministry of Energy and Mineral Resources also forms part of the country’s broader energy diplomacy strategy aimed at enhancing energy resilience, industrial downstream development, and international cooperation in technology and investment across the energy sector.
