BRIN Promotes National Digital Policy Based on Ethics and Public Trust

Jakarta, INTI — The National Research and Innovation Agency (BRIN) has taken a strategic step to strengthen the foundation of Indonesia’s national digital policy through the dissemination of research results titled “A New Direction for Public Sector Digitalization: Data, Ethics, and Trust” at the BRIN Grand Ballroom, Jakarta, on Wednesday, 22, October 2025. This event served as a key forum to address issues of public trust in technology while offering ethical and transparent solutions based on scientific research. By bringing together academics, researchers, industry players, and strategic partners, BRIN aims to develop reliable, inclusive, and community-oriented digital policies, ensuring that public sector digital transformation proceeds optimally and with credibility.

Digital Transformation Based on Public Trust

BRIN’s head, Laksana Tri Handoko, emphasized that digital transformation is not solely about technology but also about building public trust. In his remarks, Handoko highlighted the importance of research in supporting ethical digital policies.

“BRIN is committed to ensuring that research results serve as the foundation for robust public policies. Moving forward, we will also oversee the development of new technologies such as quantum cryptography and big data-based artificial intelligence to ensure Indonesia does not fall behind in digital security innovation,” he stated.

Handoko also reviewed BRIN’s long journey in digital research, from the Network-Based Licensing System (NBLS) in the early 2000s, Network on Cloud in 2015, to the data security certification system at Serpong Data Center operational since 2016.

National Priorities in Public Sector Digital Transformation

Agus Eko Nugroho, Head of BRIN’s Research Organization for Governance, Economy, and Community Welfare, explained that digital transformation in the public sector has become a national priority. According to him, this transformation extends beyond basic services to strategic issues such as digital government governance, cybersecurity, and the use of technology in education and culture.

“This change requires strong research and policies to ensure that technology utilization truly benefits society,” Agus stated.

Research Innovations for Accountability and Digital Identity

Agus highlighted one of BRIN’s flagship research projects, the Public Information Trust System (PITS), which employs blockchain technology to strengthen accountability and integrity of public information. Additionally, other research focuses on Indonesia’s readiness to adopt a secure, inclusive, and interconnected national digital identity through the National Trust Framework and the role of the Digital Identity Liaison Service Center (BLPID).

The dissemination of these research results underscores BRIN’s commitment to building inclusive, ethical, and trustworthy national digital policies. The event is expected to enhance synergy between research institutions, regulators, and industry, creating a sustainable digital ecosystem that serves the public interest.
