Jakarta, INTI - The Ministry of Energy and Mineral Resources (ESDM) is preparing to deregulate solar power plants (PLTS) to simplify the development scheme and accelerate the use of solar energy in various sectors.
ESDM’s Director General of New, Renewable Energy, and Energy Conservation (EBTKE), Eniya Listiani Dewi, stated that in the future, PLTS will no longer be differentiated by type, such as rooftop, floating, or ground-mounted, but will instead be treated as a single energy source that can be flexibly developed.
This regulatory simplification is expected to open wider opportunities for the public, industry, and businesses to develop and utilize solar energy, while also becoming part of the strategy to accelerate the national energy transition. Eniya explained that solar energy is projected to be the backbone of achieving the 2060 Net Zero Emission (NZE) target.
Capacity Expansion Target
PLTS development itself is included in the Electricity Supply Business Plan (RUPTL) by PT PLN (Persero) until 2034, with a target capacity of 17.1 GW, and is currently being targeted to increase to 100 GW. Currently, the installed national PLTS capacity has reached approximately 1.5 GW, with the largest contribution coming from rooftop PLTS at 895 MW.
The government also continues to encourage capacity expansion, particularly to exceed 1 GW from rooftop PLTS, by involving the public, industrial, and commercial sectors. Furthermore, strengthening the domestic solar energy industry is also a focus, including supply chain development, increased investment, and human resource readiness.
In addition to deregulation, the government is also accelerating the development of floating PLTS through collaboration between ESDM and the Ministry of Public Works. The focus is on mapping potential dams for floating solar power plant locations, taking into account technical and infrastructure readiness.
