Jakarta, INTI - PT Telkom Indonesia (Persero) Tbk (Telkom), through its subsidiary PT Telkom Data Ekosistem (NeutraDC), is strengthening its role in supporting Indonesia’s national AI infrastructure development through its participation in the National AI Data Center & Electrification Strategic Workshop. Organized by Danantara Indonesia, the workshop brought together stakeholders from state-owned enterprises, regulators, and industry at Wisma Danantara in Jakarta.
Under the theme “Building Indonesia’s Sovereign AI Infrastructure: Validating National Demand, Data Center & Power Readiness,” the first day focused on validating national artificial intelligence (AI) demand and aligning projected requirements with data center capacity and electricity readiness.
The workshop brought together representatives from SOEs across multiple sectors, including financial services, energy, telecommunications, transportation, healthcare, and manufacturing. Participants included Danantara Indonesia Managing Director of Strategic Technology Initiatives Ricardo Irwan Rei, Ministry of Communication and Digital (Komdigi) Director General of Digital Ecosystem Edwin Hidayat Abdullah, Telkom Director of Strategic Business Development & Portfolio Seno Soemadji, NeutraDC President Director Rakhmad Tunggal Afifuddin, and PT PLN (Persero) Director of Retail and Commerce M. Fahrur Rozy.
As a digital infrastructure provider, Telkom Director of Strategic Business Development & Portfolio Seno Soemadji highlighted Telkom’s role as a backbone of Indonesia’s digital ecosystem, supporting sovereign cloud, sovereign AI, and sovereign cybersecurity capabilities for government institutions and SOEs.
“Telkom’s data centers serve as a foundation for Indonesia to build a sovereign and sustainable Sovereign AI ecosystem,” Seno said.
The first day also focused on mapping priority AI use cases across SOEs and developing projections for compute requirements and IT capacity under low, base, and high scenarios. The assessment is intended to align projected demand with NeutraDC’s data center development plans and PLN’s power supply readiness before moving into investment feasibility validation.
AI Demand Across SOEs Continues to Grow
The assessment of more than 70 SOE respondents identified significant demand for data center capacity, with the largest contributions coming from the banking sector, as well as mobility and welfare-related industries. Geographically, demand is concentrated in the Java-Madura-Bali (Jamali) region, followed by Batam and Eastern Indonesia. This demand is expected to continue increasing through 2030 as AI adoption expands across SOEs.
AI utilization patterns within SOEs are also expected to evolve. Between 2026 and 2029, AI is projected to remain largely a supporting tool for day-to-day activities. By 2030, however, its use is expected to expand toward agentic AI and integrated operations, with AI-related workloads projected to account for approximately 70% of total data center capacity consumption.
NeutraDC Prepares 1 GW AI Data Center Capacity
The projections highlight the importance of infrastructure readiness to accommodate growing AI computing requirements. In response to this opportunity, NeutraDC is preparing plans to develop AI data centers with a total capacity of up to 1 GW across Batam, Greater Jakarta, Java, and Manado. The plan is supported by 26 edge data centers across 21 cities to help expand computing capabilities nationwide.
On the energy side, PLN expressed its readiness to serve as a strategic partner by providing reliable power and green energy, including gigawatt-scale electricity supplies to support data center expansion and Indonesia’s broader decarbonization agenda.
During the discussion, Danantara Indonesia Managing Director of Strategic Technology Initiatives Ricardo Irwan Rei emphasized the importance of aligning national AI demand projections with digital infrastructure and energy readiness to ensure that SOE investments generate measurable strategic value.
Echoing this perspective, Komdigi Director General of Digital Ecosystem Edwin Hidayat Abdullah highlighted the importance of cross-ministerial coordination and regulatory support in developing a sovereign AI ecosystem.
Meanwhile, NeutraDC President Director Rakhmad Tunggal Afifuddin outlined the company’s AI data center infrastructure readiness and phased development strategy toward 1 GW of capacity. This includes a three-region strategy designed to distribute AI computing capacity across different parts of Indonesia. The strategy will also serve as a reference for aligning SOE demand projections identified during the first day of the workshop.
The validation results from the first day will serve as the baseline for the second day, which will focus on identifying Phase-1 investment opportunities and assessing bankability with investors and financial institutions.
The workshop forms part of a broader effort to align Indonesia’s growing AI requirements with digital infrastructure and energy readiness, laying the foundation for a sovereign, reliable, and sustainable national AI ecosystem.
