Jakarta, INTI - In a strategic move to boster digital content regulation, the Ministry of Communication and Digital (Kemkomdigi) has officially launched SAMAN (Content Moderation Compliance System).
This innovative application is designed to monitor and enforce compliance with digital content regulations, targeting Private Electronic System Organizers (PSE, UGC), including website and social media platform providers.
Set to roll out in February 2025, SAMAN aims to create a safer, healthier, and more comfortable digital environment for all users.
The system will tackle the pervasive issue of harmful content, which has proven challenging to control by detecting, monitoring violations such as pornography, terrorism, online gambling, violence, and illegal financial activities like unauthorized online lending.
Not limited to the benefits mentioned, the application is also used for monitoring the circulation of illegal food, drugs, and cosmetics that may pose a risk to public safety.
PSEs found violating regulations will undergo a compliance enforcement process in four stages, namely:
• Takedown Order to remove the reported content
• First Warning Letter (ST1) to urge PSEs to remove the content before escalating to the next stage
• Second Warning Letter (ST2) requiring PSEs to submit a Commitment Letter for Administrative Fine Payment
• Third Warning Letter (ST3), a sanction in the form of access blocking for PSEs that fail to comply with the rules.
According to the Minister of Communication and Information Decree No. 522 of 2024, PSEs that do not comply with the regulations will be fined, with a payment deadline of 24 hours for non-urgent content and 4 hours for urgent content.
The fine payments are made through the SAMAN system using billing codes integrated with the Online Non-Tax Revenue Information System (SIMPONI) managed by the Ministry of Finance.
With a more structured system and strict sanctions, the government hopes that this initiative will promote a more responsible digital ecosystem free from harmful content.
Does The PSE Have the Right to File an Objection?
The PSE also has the right to file an objection to the decisions and sanctions imposed within the SAMAN system.
This objection can be submitted through the "Sanggah" feature, which serves as a platform for the PSE to provide responses and clarifications regarding the actions or sanctions imposed.
With this mechanism in place, it is expected that the compliance enforcement process will be conducted transparently and fairly, while giving the PSE an opportunity to present their defense before a final decision is made.

The implementation of the SAMAN system is hoped to be a strategic step toward creating a safer digital environment. Therefore, popular platforms such as YouTube, Facebook, TikTok, X, and Instagram are urged to enhance their monitoring of published content to protect younger generations from various potential threats in the digital realm.
