Jakarta, INTI - The Indonesian government is preparing an artificial intelligence (AI) development strategy that covers the entire AI ecosystem, from energy and infrastructure to chips, talent, and applications.
Deputy Minister of Communication and Digital Nezar Patria said the strategy is designed to ensure that Indonesia does not remain merely an AI user, but takes on a significant role in the development of AI globally.
“Ultimately, we do not want to be just users. We want to become significant players in AI development at the global level,” Deputy Minister Nezar said at the UGM Indosat NVIDIA AI Technology Center event in Yogyakarta on Thursday, August 13, 2026.
Nezar explained that the five layers provide a comprehensive framework for understanding the AI ecosystem, or the full stack of AI.
The government views each layer as strategically important to strengthening Indonesia’s position amid the rapid development of AI worldwide.
“The first layer is energy, followed by infrastructure, chips, talent, and finally applications,” he explained.
Building AI Capabilities Beyond Applications
At the current stage of development, Indonesia is focusing on leveraging applications built on existing foundation models and conducting post-training to address needs across various sectors.
This approach was chosen because developing AI models from scratch requires significant investment and a considerable amount of time.
“We are trying to use existing foundation models, followed by a series of post-training processes to develop solutions for areas such as healthcare, agriculture, and education,” Nezar said.
However, the government does not want Indonesia’s AI development to stop at the application layer, as this could risk leaving the country in the position of merely consuming technology.
Therefore, the National AI Development Roadmap currently being prepared is aimed at promoting collaboration, innovation, and investment across all layers of the AI ecosystem.
“We are trying to look at the full stack of AI from a more strategic perspective,” Nezar emphasized.
To strengthen the infrastructure and chip layers, Indonesia will leverage its national resources while creating opportunities for strategic collaboration.
Nezar said the country’s critical mineral reserves represent an important asset for strengthening Indonesia’s position in the AI ecosystem, particularly through downstream processing and the development of higher-value industries.
“We have significant and strategically important critical minerals,” he concluded.
