Jakarta, INTI - Indosat Ooredoo Hutchison, the Ministry of Manpower of the Republic of Indonesia, and Wadhwani Foundation signed a Memorandum of Understanding (MoU) on May 5, 2026, in Jakarta to strengthen Indonesia’s national employment ecosystem.
The collaboration marks a strategic initiative to expand access to artificial intelligence (AI), digital skills, and entrepreneurship training for Indonesia’s workforce through the integration of the SIAPKerja ecosystem, Wadhwani Foundation’s learning platforms, and Indosat’s connectivity and technology support.
Expanding AI and Digital Skills Training Across Indonesia
Through the partnership, training programs will be expanded across 24 vocational training centers (BLK) under the Ministry of Manpower by integrating Wadhwani Foundation’s AI platforms, JobReady and Genie AI, into the ministry’s SIAPKerja ecosystem.
The integration is expected to improve participants’ job readiness through more personalized career guidance services, AI-driven adaptive learning, and training modules tailored to current industry demands.
In addition to supporting job seekers, the initiative is also designed to encourage digital entrepreneurship as part of Indosat and Wadhwani Foundation’s commitment to empowering one million Indonesian digital talents and 100,000 entrepreneurs through technology-based training.
Building an Inclusive and Future Ready Workforce
Inclusivity also became a major focus of the MoU. The three parties committed to providing proper accessibility and accommodations for workers with disabilities across all Ministry of Manpower training centers, with learning modules tailored to different types of disabilities.
Under the agreement, Indosat will provide digital accessibility support, while Wadhwani Foundation will develop adaptive plug-and-play learning modules.
Yassierli stated that the labor market is currently undergoing rapid transformation due to technological disruption, digitalization, and evolving industry demands, which have widened the gap between workforce competencies and market needs.
According to him, Indonesia possesses a significant demographic bonus. However, without proper intervention, this potential could become a burden, making cross-sector collaboration increasingly important.
“Therefore, this memorandum of understanding represents a concrete step toward strengthening the national employment ecosystem through an integrated, adaptive, and technology-based approach,” he stated in an official release received by the media on Thursday, May 21, 2026.
President Director and CEO of Indosat Ooredoo Hutchison, Vikram Sinha, said the collaboration reflects the company’s commitment to accelerating AI democratization in Indonesia.
“At Indosat, we believe technology must continue evolving to create better experiences for society. AI is not only about innovation, but also about creating wider opportunities and delivering tangible benefits for customers and Indonesia’s younger generation,” he said.
Meanwhile, President of Wadhwani Entrepreneurship, Meetul B. Patel, emphasized the importance of aligning curriculum development with labor market demands.
“With integration into SIAPKerja and support from 24 Ministry of Manpower training centers, we can reach millions of young Indonesians at scale. The skills being taught are truly aligned with current industry needs,” he explained.
Operationally, the three parties will carry out complementary roles to ensure the program is measurable and sustainable. The Ministry of Manpower will strengthen implementation through policy support, the national employment ecosystem, and the utilization of its 24 vocational training centers.
Wadhwani Foundation will contribute curriculum development, a Learning Management System (LMS), and the JobReady and Genie AI platforms. Meanwhile, Indosat will reinforce the initiative through connectivity support, technology ecosystem development, digital capacity building, and business incubation for independent workers, ranging from beginner to advanced levels.
Driving Entrepreneurship and Job Creation Through AI
The collaboration has already been implemented through an AI-based Entrepreneurship Workshop held online from May 10–14, 2026. A total of 8,744 participants from more than 20 regions across Indonesia joined the training, generating over 1,200 new business ideas ready to be developed into sustainable ventures.
The initiative is projected to create around 3,000 to 5,000 new jobs over the next few years, contributing to national economic growth and entrepreneurship development.
As part of competency recognition, participants who complete the full training program will receive collaborative certificates issued by the Ministry of Manpower, Indosat Ooredoo Hutchison, and Wadhwani Foundation, recognized both nationally and globally.
The AI and digital intelligence training is not only intended for job seekers and aspiring entrepreneurs, but also for Ministry of Manpower employees as part of internal capacity building to prepare for workforce transformation.
The program will be evaluated every six months through a data-driven approach by all three parties. The MoU will remain valid from May 5, 2026, until 2029, with the possibility of extension based on mutual agreement.

Indosat Ooredoo Hutchison, the Ministry of Manpower of the Republic of Indonesia, and Wadhwani Foundation are strengthening Indonesia’s digital workforce ecosystem through AI-driven training, entrepreneurship programs, and inclusive learning initiatives. The collaboration is expected to accelerate the development of digital talent, create new job opportunities, and support Indonesia’s readiness for the future workforce transformation.
