Indonesia’s Ministry of Digital Affairs Closely Monitors Grok Normalization Following X’s Compliance Commitment

Jakarta, INTI - The Ministry of Communication and Digital Affairs (Kemkomfigi) is processing the conditional normalization of access to the Grok service under strict supervision, following X Corp’s submission of a written commitment outlining corrective measures and compliance with Indonesia’s applicable legal framework.

Director General for Digital Space Oversight at Kemkomdigi, Alexander Sabar, emphasized that the normalization does not constitute unconditional relaxation, but rather forms part of a measured digital law enforcement mechanism that remains subject to ongoing evaluation.

“The normalization of access to the Grok service is carried out on a conditional basis after X Corp submitted a written commitment containing concrete steps to improve the service and prevent misuse. This commitment serves as the basis for evaluation, not the end of the oversight process,” Alexander said in Jakarta on Saturday, January 31, 2026.

Verification of Compliance and Preventive Measures 

Through an official letter addressed to the Minister of Communication and Digital Affairs, X Corp stated that it has implemented a series of layered measures to address misuse of the Grok service. These measures include strengthening technical safeguards, restricting access to certain features, refining internal policies and enforcement mechanisms, and activating incident response protocols.

Alexander further stressed that all measures claimed by X Corp will be continuously verified and tested by Kemkomdigi to ensure their effectiveness in preventing violations, including the dissemination of illegal content and breaches of child protection principles.

“This normalization is accompanied by continuous monitoring and evaluation. If inconsistencies or further violations are found during its implementation, Kemkomdigi will not hesitate to take corrective measures, including re-suspending access to the service,” he emphasized.

Kemkomdigi reaffirmed that its digital space oversight policies, whether in the form of service restrictions or access normalization, are implemented in a proportional, transparent, and regulation-based manner, with the primary objective of safeguarding public interests and ensuring a safe and fair digital environment.

The ministry also noted X Corp’s commitment to continue cooperating with the Government of Indonesia in fulfilling its legal obligations as an Electronic System Provider (PSE) and in maintaining a responsible digital ecosystem.

“Constructive dialogue remains open, but compliance with Indonesian law is mandatory. Service normalization is not the end point, but part of an ongoing state oversight process,” Alexander concluded.
