Indonesia’s Higher Education Minister Stresses Domestic Chip Technology to Strengthen Digital Sovereignty

6 hours ago | Electronics and Component

Jakarta, INTI - Indonesia must prioritize three key technology fields: artificial intelligence (AI), post-quantum technology, and semiconductors. Mastering these areas requires a strong scientific foundation and a skilled workforce to ensure the country can develop technology independently rather than merely consume it.

These efforts are essential to strengthening national digital sovereignty through AI capabilities, technology talent development, and semiconductor innovation, including the development of the Merah Putih Chip. This was emphasized by Minister of Higher Education, Science, and Technology Brian Yuliarto at the Peruri Digital Summit 2026, organized by state-owned company Perum Peruri on Wednesday, October 21, 2026.

Under the theme “Building Technology of the Future,” the summit explored emerging technologies, including AI, semiconductors, and Post-Quantum Cryptography (PQC). The forum brought together government representatives, industry players, academics, and technology communities to discuss the development of Indonesia's digital ecosystem.

“If we want prosperity and to stand alongside other countries, as the President has stated, we must master technology. This is not a choice; it is something we must actively pursue,” Minister Brian said.

Strong Scientific Foundations Remain Essential in the AI Era

Brian explained that AI development must be accompanied by a solid understanding of fundamental science and technology. He urged universities to ensure that AI use in education does not undermine students' ability to think critically and understand core concepts.

“Everyone is talking about AI today. I often tell universities not to let lecturers use AI to create exam questions while students use AI to answer them, and then AI is used to grade the answers. I worry that we will fail to master the fundamentals. These foundations remain extremely important,” Brian said.

Beyond AI, Brian highlighted the importance of strengthening Indonesia's expertise in quantum technology to address emerging digital security challenges.

He also emphasized the need to build domestic semiconductor capabilities to develop chips for strategic services, including digital identity systems such as passports, as well as high-reliability infrastructure.

Merah Putih Chip Supports Indonesia's Technology Independence

Brian expressed his appreciation to Peruri for its efforts to develop the Merah Putih Chip. The initiative is expected to strengthen Indonesia's technological sovereignty and reduce dependence on imported chips.

“We hope this can be completed soon and that the chip will demonstrate our sovereignty. We hope Peruri can finalize its development as soon as possible,” Brian said.

In line with these efforts, the Ministry of Higher Education, Science, and Technology continues to support research and prototype development that meets industry needs, including AI chips and technologies for the Internet of Things (IoT).

Universities are expected to contribute specialized expertise and develop innovations that address practical industry requirements.

Government, Industry, and Universities Strengthen Technology Collaboration

Brian also expressed hope that Peruri would become a driving force in product development while connecting universities with industry. This collaboration would help transform research outcomes into technological products that benefit society and national development.

“Hopefully, this forum will generate more concrete partnerships, connect talent with industry needs, and strengthen the nation's technological capabilities. Let us build Indonesia's technological future, not merely to keep pace with the world, but to help create that future,” Brian concluded.

Collaboration among universities, government institutions, and industry is expected to accelerate the development of the Merah Putih Chip, strengthen research, and nurture domestic semiconductor talent as foundations for Indonesia's digital sovereignty.

These efforts align with the Diktisaintek Berdampak program, which encourages higher education, science, and technology to deliver practical innovations through stronger research, skilled talent development, and strategic industry partnerships to achieve national technological independence.

Conclusion

Indonesia is strengthening its digital sovereignty by prioritizing AI, post-quantum technology, and semiconductor development. Through the Merah Putih Chip initiative and collaboration between government, industry, and universities, the country aims to build domestic technological capabilities and reduce reliance on imported technologies.
