Government to Implement Facial Recognition SIM Card Registration Starting July 2026 to Strengthen Digital Security

Jakarta, INTI – The government is preparing to implement a major reform in the SIM card registration system to strengthen national digital security. Starting in July 2026, citizens purchasing new mobile numbers will be required to register using facial recognition technology. This policy was announced during a public discussion titled Talkshow on Biometric Face Recognition Registration, held in Jakarta on Wednesday, December 17, 2025. The move is intended to address the growing misuse of mobile numbers and data breaches affecting users. Through this policy, the government aims to ensure more accurate and secure user identification.

Biometric-Based SIM Registration to Be Implemented Gradually

Beginning January 1, 2026, the SIM card registration system will enter a transition phase, allowing two registration methods to be used simultaneously: the National Identification Number (NIK) and Family Card Number (NoKK), as well as biometric facial recognition technology. Full implementation of the new system is scheduled to take effect on July 1, 2026.

Executive Director of the Indonesian Telecommunications Providers Association (ATSI), Marwan O. Baasir, explained that the initial implementation will be voluntary before becoming fully mandatory. During the six-month transition period, the government will conduct comprehensive evaluations of system readiness and public response.

Focus on New Subscribers and Data Security

Marwan emphasized that biometric registration will apply only to new subscribers. Meanwhile, the policy limiting one number per operator will remain in effect under the new system. To date, biometric registration trials have been conducted three times, including live simulations held between August and October.

This initiative is expected to reduce the misuse of mobile numbers, curb digital fraud, and strengthen the protection of users’ personal data.

Regulatory Framework Currently Being Finalized

On the regulatory front, the government is finalizing a Ministerial Regulation Draft (RPM) concerning the Registration of Mobile Telecommunications Service Subscribers. Director General of Digital Ecosystems, Edwin Hidayat Abdullah, stated that the public consultation process has been completed and all feedback has been compiled.

Currently, the draft regulation is undergoing internal and external harmonization with the Ministry of Law and Human Rights before being officially enacted by the Minister of Communication and Digital Affairs.
