Indonesia Concludes 700 MHz and 2.6 GHz Spectrum Auction to Accelerate Digital Transformation

Jakarta, INTI - Indonesia's Ministry of Communication and Digital Affairs (Kemkomdigi) has officially announced the results of the 700 MHz and 2.6 GHz radio spectrum allocation process after confirming that all stages were completed in compliance with legal, governance, and administrative requirements.

The completion of the spectrum selection marks a significant milestone in the government's efforts to strengthen the foundation of Indonesia's digital transformation by providing telecommunications operators with additional spectrum resources to expand network capacity and improve connectivity.

Minister of Communication and Digital Affairs Meutya Hafid stated that the entire selection process was conducted transparently, fairly, and in accordance with applicable regulations.

"Every stage of the selection process was carried out with transparency and accountability as key priorities. Following a comprehensive evaluation process that began in April 2026 and concluded after the objection period ended on July 14, 2026, with no appeals submitted by participants, we have officially finalized and signed the results of the 700 MHz and 2.6 GHz radio spectrum allocation," Meutya said during a press conference in Jakarta on Tuesday, July 21, 2026.

700 MHz and 2.6 GHz Spectrum Allocation Officially Completed

Under the final results, the winners of the 700 MHz low-band spectrum are PT Excel Smart Telekom Sejahtera Tbk, which secured 30 MHz of bandwidth, PT Telekomunikasi Seluler (Telkomsel) with 20 MHz, and PT Indosat Tbk with another 20 MHz allocation.

For the 2.6 GHz mid-band spectrum, Telkomsel obtained 80 MHz, followed by PT Indosat Tbk with 60 MHz and PT Excel Smart Telekom Sejahtera Tbk with 50 MHz.

According to Meutya, radio spectrum is one of the country's most critical digital infrastructure assets, serving as the backbone of Indonesia's digital economy. She emphasized that its utilization must deliver tangible and inclusive benefits for communities across the nation.

"With this process now completed, we expect Indonesia's digital transformation to progress faster and more evenly, allowing people in villages and urban communities alike to benefit from improved digital connectivity," she said.

Operators Required to Expand 4G and Accelerate 5G Deployment 

As part of their licensing obligations, the winning operators are required to deploy high-quality 4G services in 538 villages and urban communities that currently experience limited telecommunications coverage. These locations span from Sumatra to Papua and are expected to help reduce connectivity gaps while expanding access to education, healthcare, digital public services, and digital economic opportunities.

Improved connectivity is also expected to support several national priority initiatives, including the People's School (Sekolah Rakyat) program and the Red and White Village Cooperative (Kopdes Merah Putih).

Beyond expanding network coverage, the newly allocated spectrum is intended to accelerate the nationwide rollout of 5G services, making 5G deployment one of the key obligations for successful bidders.

Selection Committee Chairman Denny Setiawan explained that the government has established phased 5G coverage targets, aiming to reach at least 51% of Indonesia's population by the fifth year of implementation.

"The 5G rollout will be implemented gradually, targeting coverage of 20% of the population in the first year, 30% in the third year, 40% in the fourth year, and at least 51% nationwide by the fifth year. In addition to these population targets, operators are also required to expand services to designated underserved villages," Denny said.

Through the accelerated deployment of next-generation networks, the government expects average national mobile broadband speeds to increase progressively to around 100 Mbps by 2029.

Next Spectrum Plans and Long-Term Digital Strategy 

From a fiscal perspective, the spectrum allocation is projected to generate significant revenue for the government. The initial licensing process is expected to contribute approximately Rp6 trillion in Non-Tax State Revenue (PNBP), with total revenue projected to reach around Rp30 trillion over the next decade.

"The economic value generated through spectrum management will be reinvested to support development programs that directly benefit the Indonesian people," Meutya noted.

Kemkomdigi also confirmed that it will continuously monitor the winning operators to ensure they fulfill all commitments related to network deployment and service quality improvements.

Following the completion of the 700 MHz and 2.6 GHz allocation, the government is preparing the next phase of spectrum management. Kemkomdigi plans to begin the 900 MHz spectrum selection process by the end of 2026 after additional frequencies become available following the merger of telecommunications operators.

Meanwhile, the 3.5 GHz band remains under comprehensive technical evaluation. Secretary General of Kemkomdigi Ismail explained that further studies are necessary to ensure the coexistence of mobile broadband services and satellite communications, both of which currently utilize the spectrum.

"For the 3.5 GHz band, we are conducting comprehensive technical assessments to ensure its optimal use while maintaining compatibility between mobile broadband and satellite services," Ismail said.

Concluding the announcement, Minister Meutya reaffirmed that the government remains committed to managing radio spectrum strategically to meet Indonesia's future connectivity needs while safeguarding national interests.

"Future spectrum planning will continue to consider public demand, technological developments, and national priorities to ensure that every available frequency resource delivers the greatest possible benefit for Indonesia," she concluded.
