Jakarta, INTI - Indonesia has welcomed the World Artificial Intelligence Cooperation Organization (WAICO) as a strategic platform to strengthen international collaboration in artificial intelligence (AI). The country views WAICO not merely as a consultative forum, but as an essential component of global AI governance that promotes equitable technology transfer and inclusive international cooperation.
This commitment aligns with Indonesia’s ongoing national AI agenda. The Ministry of Communication and Digital Affairs is currently finalizing the Indonesia Artificial Intelligence Roadmap 2026–2029 and the country's AI Ethics Framework. Together, these policies are designed to guide the development and deployment of AI based on human-centered values, transparency, accountability, personal data protection, security, and responsible innovation.
Indonesia Advances Global AI Cooperation Through WAICO
Following the signing of WAICO’s founding initiative, Deputy Minister of Communication and Digital Affairs Angga Raka Prabowo attended the Informal Preparatory Session on the Establishment of WAICO on 17 July 2026, representing Coordinating Minister for Economic Affairs Airlangga Hartarto, who serves as the head of Indonesia’s official delegation. The meeting brought together representatives from 26 countries to discuss the organization’s establishment and future direction.
During the session, Indonesia proposed three priority areas for cooperation under the WAICO framework: advancing AI research and technology transfer, sharing expertise in smart city development, and strengthening digital talent development to prepare a future-ready workforce.
Three Principles for Inclusive and Responsible AI Governance
Indonesia also highlighted three key principles to ensure WAICO delivers meaningful global impact.
First, global AI governance should move beyond policy discussions and translate into concrete actions. This includes narrowing the digital divide through accessible funding, technology transfer, robust data governance, and capacity-building initiatives. AI collaboration should generate tangible benefits by supporting small and medium-sized enterprises (SMEs), preserving local languages, and addressing the development needs of emerging economies.
Second, Indonesia reaffirmed its support for responsible AI innovation through a risk-based regulatory approach tailored to each country's national context and priorities.
Third, Indonesia encouraged stronger alignment between WAICO and the United Nations’ multilateral framework to prevent fragmentation and overlapping governance mechanisms in the global AI ecosystem.
Through its active participation, Indonesia reaffirmed its readiness to contribute to the establishment of WAICO and expressed hope that the organization will become an inclusive platform for strengthening international collaboration while ensuring AI technologies deliver practical and sustainable benefits for communities worldwide.
Conclusion
Indonesia's participation in the Informal Preparatory Session reflects its growing commitment to shaping global AI governance. By advocating practical cooperation, responsible innovation, and stronger multilateral coordination, Indonesia aims to help build WAICO into an inclusive organization that accelerates technological progress while ensuring AI benefits are shared equitably across nations.
