DPR Proposes a Ban on the Use of National Data for Foreign AI Training

Jakarta, INTI - Indonesia’s House of Representatives (DPR) is currently deliberating the draft law (RUU) on One Data Indonesia (Satu Data Indonesia/SDI). One proposed article in the regulation prohibits the use of national basic and strategic data to train foreign artificial intelligence (AI).

This clause emerges amid the growing use of foreign AI services that process user-input data to improve the capabilities of AI models.

Deputy Head of the Legislative Body (Baleg) DPR, Sturman Panjaitan, stated that there is a proposed addition of Article 118A, consisting of two paragraphs. The article stipulates that every organizer of SDI is prohibited from entering, using, training, processing, or disclosing national basic data and national strategic data into AI model systems or services that are not under Indonesian legal sovereignty or do not meet national security standards.

"This is what we discussed yesterday, we are concerned about sending data abroad," said Sturman on Thursday, July 2, 2026.

Concerns of Lacking AI Regulation and Data Misuse

Ledia Hanifa Amany, a member of Baleg DPR, said that this clause is included because Indonesia currently lacks specific regulations regarding AI. She expressed that the approach to AI is different from general data processing. Therefore, SDI administrators are prohibited from inputting, using, training, processing, or disclosing national basic and strategic data into AI systems managed by other parties.

She stated that the main problem with AI management is that the machines or systems are owned by other countries and not within Indonesia’s legal sovereignty.

"So, what's prohibited is that they are not allowed to input, use, or train AI because, once our data is input, it will be used," she said.

She expressed another concern that the data entered into the AI ​​system could be misused for other purposes.

DPR also wants the implementation of SDI to begin no later than one year after the law's enactment. Baleg DPR members also want the government to immediately issue implementing regulations, establish SDI Agency, and adjust existing systems to ensure the law's implementation does not stop at the regulatory level. However, it is expected to take considerable time because this process requires infrastructure, budget, and human resources.

Conclusion 

DPR is currently deliberating SDI draft law, which proposes a ban on the use of national basic data and national strategic data to train, process, or input data into foreign AI systems that are outside Indonesia's legal sovereignty. The proposal arises from concerns that national data fed into foreign AI services could be used to improve the capabilities of AI models and potentially exploited for other purposes. DPR considers this regulation necessary given that Indonesia does not yet have specific regulations regarding AI.
