Jakarta, INTI - The Indonesian government is accelerating the integration of artificial intelligence (AI) into public administration by preparing two Presidential Regulations that will serve as the foundation for the country's national AI strategy. Covering the 2026–2029 AI Roadmap and AI Ethics, the regulations aim to enhance public services while ensuring transparency, accountability, and meaningful human oversight.
AI Positioned as a Pillar of Public Governance
Indonesia has increasingly recognized AI as a strategic enabler of national development, with the technology expected to improve government administration, public service delivery, tax management, and disaster mitigation efforts.
Throughout 2025 and into mid-2026, Vice President Gibran Rakabuming Raka has consistently encouraged the public to embrace AI responsibly and expand its adoption across various sectors.
According to Gibran, AI should not be viewed merely as a tool for generating images, videos, or animations. Instead, it should be leveraged to improve the quality, efficiency, and accessibility of government services.
The government also emphasized that critical thinking, creativity, and decision-making must remain under human control, positioning AI as a supporting technology rather than a replacement for human judgment.
New Regulations Aim to Ensure Ethical AI Development
The Ministry of Communication and Digital Affairs has finalized drafts of two Presidential Regulations, which are currently awaiting presidential approval.
The Presidential Regulation on the 2026–2029 AI Roadmap will provide strategic guidance for developing Indonesia's national AI ecosystem over the next four years.
Meanwhile, the Presidential Regulation on AI Ethics establishes key principles covering transparency, accountability, system security, public protection, and the preservation of human oversight as a core requirement in AI deployment.
The government stressed that these regulations are not intended to hinder innovation. Instead, they are designed to create legal certainty, promote responsible AI adoption, and mitigate potential risks as AI technologies are increasingly implemented across multiple sectors.
