The Vital Role of CSIRT in Facing Cyber Attacks in Indonesia

Jakarta, INTI - Minister of Communication and Informatics (Menkominfo) Budi Arie Setiadi stated that the Computer Security Incident Response Team (CSIRT) plays a vital role in facing the challenges of cyber attacks.

Globally, there are at least 2,200 cyber attacks every day. These attacks are estimated to cause global losses amounting to USD 9.5 trillion in 2024. This figure is projected to increase to USD 10.5 trillion per day in 2025.

“Our country, Indonesia, ranks 10th as the target of cyber attacks globally. This ranking is conducted by Kaspersky in real-time,” said Menkominfo Budi Arie Setiadi during the launch of CSIRT at the dr. Roebiono Kertopati Auditorium, BSSN Office Sawangan, Depok, West Java on Wednesday, July 24, 2024.

To strengthen national cyber security, the National Cyber and Encryption Agency (BSSN) launched the Cyber Incident Response Team (CSIRT) in 18 ministries, agencies, and local governments.

Menkominfo explained that the implementation of cyber security could anticipate cyber attacks by providing protection against data theft and leakage threats and increasing stakeholder trust. Thus, it can encourage investment and help users develop better cyber defense systems.

“However, we are also faced with challenges of cyber attacks, such as the development of new forms of cyber security threats with the emergence of new technologies, users' low understanding of the urgency of cyber security, and the limited talent in cyber security,” added Menkominfo.

Presidential Regulation (Perpres) Number 18 of 2020 concerning the 2020-2024 RPJMN has mandated the formation of 131 CSIRTs as one of the strategic priority projects. The establishment of CSIRT has also been regulated in Presidential Regulation Number 82 of 2022 concerning the Protection of Vital Information Infrastructure (IIV) Article 4, which states that the IIV sector includes government administration. In Article 12, IIV organizers are required to form an Organizational Cyber Incident Response Team (CSIRT).

The functions of CSIRT are to provide reactive services (incident coordination, incident triage, incident resolution), provide proactive services (publish information on vulnerabilities, security, and technology trends, and conduct information security audits), and provide security quality improvement services (through technical guidance, workshops, cyber drill tests).

Also attending the event were BSSN Head Hinsa Siburian, Director General of Aptika Hokky Situngkir, Special Staff to Menkominfo Dedi Permadi, and Special Staff to Menkominfo Sugiharto.
