Telkom Finalizes Streamlining of 10 Entities to Advance Strategic Holding Strategy

Jakarta, INTI - PT Telkom Indonesia has completed the streamlining of 10 subsidiary entities during the first half of 2026, marking a significant milestone in its corporate transformation strategy. The initiative supports the state-owned enterprise (SOE) streamlining agenda led by Danantara Asset Management (DAM) and the State-Owned Enterprises Supervisory Agency. It also represents one of the four strategic pillars of TLKM 30, Telkom's long-term transformation roadmap aimed at optimizing its business portfolio, eliminating overlapping operations, and divesting non-core businesses.

Under the new structure, Telkom will operate as the Holding Company (HoldCo), focusing on portfolio management, corporate governance, business synergy, and value creation across its business segments. Operational activities will be managed by dedicated Operating Companies (OpCos), covering the B2C, B2B Infrastructure, B2B ICT, and International Business segments.

According to Seno Soemadji, Director of Strategic Business Development & Portfolio, portfolio simplification is a strategic step toward building a more agile organization capable of responding to the rapidly evolving digital industry.

"Transformation is not only about strengthening business capabilities, but also about restructuring the organization to sharpen our focus on core businesses. A leaner organization enables Telkom to operate more efficiently, allocate investments more effectively, and generate higher-quality growth," he said.

By the end of June 2026, Telkom had successfully streamlined 10 entities through several strategic corporate actions. The company completed the divestment of two entities following the signing of Sale and Purchase Agreements (SPAs) with strategic partners on June 3, 2026.

In addition, Telkom finalized the vertical merger of two entities to strengthen business capabilities and enhance operational efficiency. The remaining six entities entered the liquidation process as part of the company's broader business portfolio optimization strategy. These decisions were based on comprehensive evaluations of each entity's strategic relevance, operational performance, and contribution to the group's long-term value creation.

Building a Leaner and More Agile Digital Enterprise 

Seno emphasized that streamlining is not simply about reducing the number of subsidiaries but about creating a healthier, more focused corporate portfolio.

"Every streamlining decision is based on the strategic role each entity plays in supporting TelkomGroup's future business direction. With a more focused portfolio and a more efficient organizational structure, we can strengthen collaboration among our operating companies, drive sustainable growth, and reinforce Telkom's position as a globally competitive enabler of Indonesia's digital ecosystem," he explained.

Throughout the process, Telkom has implemented the streamlining program in accordance with prudent, transparent, and accountable corporate governance practices. The company adheres to the principles of Good Corporate Governance (GCG) and the Business Judgment Rule (BJR) while coordinating closely with key stakeholders, including Indonesia's Attorney General's Office, the Financial and Development Supervisory Agency (BPKP), DAM, and the Ministry overseeing state-owned enterprises.

Alongside the organizational restructuring, Telkom has also ensured that workforce adjustments are carried out responsibly, fully respecting employees' rights. The process is conducted voluntarily through mutual agreement, including the implementation of an Early Retirement Program (ERP) for selected OpCo employees during 2026.

The streamlining initiative forms part of Telkom's medium-term strategy leading up to 2030. By strengthening its organizational foundation and sharpening its focus on high-growth business areas, the company aims to enhance long-term competitiveness, accelerate digital transformation, and create sustainable value for shareholders and Indonesia's digital economy.
