Jakarta, INTI - The Ministry of Communication and Digital Affairs (Komdigi) has received hundreds of public complaints related to alleged personal data protection violations during the period from October 2024 to November 2025. The increase in reports reflects growing public concern over data security amid the rising use of digital services across various sectors.
For technology industry players and digital service providers, this trend serves as a key indicator that personal data protection now plays a direct role in shaping market trust and long-term business sustainability.
Increase in Complaints and Public Consultations
Komdigi reported that the majority of complaints were related to the use and management of users’ personal data. In addition to formal complaints, the number of public consultations has also increased, signaling a growing demand for clearer understanding of regulatory requirements and data governance practices.
Director General of Digital Space Supervision, Ministry of Communication and Digital Affairs, Mr. Alexander Sabar, stated that the high number of consultations indicates a shift in attitude among data controllers. “This condition reflects the increasing awareness of digital service providers to understand and fulfill their personal data protection obligations,” Alexander Sabar said.
However, Komdigi noted that further improvement in digital literacy is still needed to ensure reporting mechanisms are more accurate and effective in addressing violations that frequently occur.
Vulnerabilities in Websites and Applications
As part of its supervisory efforts, Komdigi evaluated hundreds of websites and digital applications. The monitoring results revealed that potential violations remain prevalent, particularly across web-based platforms.
These findings suggest that some digital services have yet to fully implement appropriate security standards. For industry players, this serves as a clear indication that system upgrades, regular audits, and strengthened security infrastructure are strategic measures to mitigate the risk of data breaches.
Transparency Among Electronic System Providers
Komdigi also observed an increase in incident reports submitted directly by Electronic System Providers (Penyelenggara Sistem Elektronik/PSE). This trend is viewed positively, as it represents improved transparency and accountability among businesses in addressing personal data protection incidents.
Early-stage reporting enables faster response and mitigation, while also minimizing potential impacts on users and the reputation of digital services.
Policy Direction and Market Impact
The government continues to strengthen personal data protection policies through regulatory enhancements and a more preventive supervisory approach. Moving forward, routine audits and higher service standards are expected to reinforce the national digital ecosystem.
For the technology market, these initiatives create opportunities for the development of data security solutions, system protection services, and reliable digital infrastructure that complies with applicable regulations.
Conclusion
The rising number of personal data protection complaints underscores that data security has become a fundamental element of digital transformation. Regulatory compliance and robust security systems are no longer optional, but strategic necessities to maintain public trust and enhance the competitiveness of Indonesia’s digital industry.
