Ministry of Communication and Digital Affairs will Reopen Wikimedia Restricted Services

Jakarta, INTI - After restricting Wikimedia’s services on February 25, 2026, the Ministry of Communication and Digital Affairs (Komdigi) will reopen the access once the registration process as a Private Scope Electronic System Operator (PSE Lingkup Privat) has been verified.

"We appreciate the communication with Wikimedia and its commitment to follow up on the registration process as a Private Scope PSE. Access to affected services will be normalized once the registration process is verified," said Director General of Digital Space Supervision, Alexander Sabar, on Monday, March 16, 2026.

He explained that registration as a Private Scope PSE is an administrative obligation that Wikimedia must fulfill. It is because Wikimedia is a global electronic system provider with millions of users in Indonesia.

Non-Profit Status is Not An Exception

This regulation is stated in Ministerial Regulation (Permenkominfo) Number 5 of 2020, which requires every digital platform that provides services, processes personal data, and whose services are available and/or used in Indonesia to register.

"However, information transparency must be aligned with legal compliance. PSE registration is a form of platform accountability to the public, and also ensures a clear point of contact for technical coordination, handling of illegal content, and protecting user rights in Indonesia," he added.

According to him, non-profit status does not exempt platforms from the responsibility to protect Indonesian citizens' personal data. Security risks in the digital space do not discriminate against organizational status, so accountability through official registration is important to maintain a secure digital ecosystem.

Ministry of Komdigi remains open to communication with the Wikimedia Foundation to facilitate the registration process. Registration through the Online Single Submission (OSS) system is expected to be implemented soon as a basis for the government to evaluate and follow up on access restrictions on the auth.wikimedia.org subdomain.

Previously, the Indonesia Coalition for Democratization and Moderation on Digital Space (Koalisi Damai) assessed the potential dangers of prolonged restriction of the auth.wikimedia.org domain, namely the risk of the spread of inaccurate information that would be difficult to correct without the active involvement of verified editors.

Conclusion 

The Ministry of Communication and Digital Affairs will reopen access to Wikimedia services after verification of its registration as a Private Scope PSE, based on the regulation of Permenkominfo Number 5 of 2020. The Ministry emphasized that regulatory obligation remains mandatory for all platforms, including nonprofits. This step aims to maintain accountability, Indonesian citizens’ user data protection, and digital ecosystem security.
