Indonesia Warns Steam Ratings Are Not Official and Could Breach Local Regulations

Jakarta, INTI - The Ministry of Communication and Digital (Kemkomdigi) has emphasized that the Indonesian Game Rating System (IGRS) labels displayed on several games on Steam do not constitute officially verified classifications issued by the Indonesian government.

The ministry strongly criticized the dissemination of inaccurate classification information, warning that it could directly impact public protection within the digital space.

According to Sonny Hendra Sudaryana, Director of Digital Ecosystem Development, monitoring results indicate that the ratings shown on the platform are still based on internal self-declaration mechanisms and have not undergone formal verification in accordance with Indonesian regulations.

“The circulating ratings are not official IGRS classifications. This has the potential to create public misunderstanding, particularly regarding the appropriate age suitability of a game,” he stated.

Kemkomdigi also identified indications that the IGRS label has been used on the platform through internal mechanisms without official validation, meaning the classifications do not reflect legitimate or authorized results.

Potential Regulatory Violations and Enforcement Measures 

The ministry reiterated that all digital platform operators are required to provide accurate, clear, and non-misleading information, while ensuring adequate user protection. This obligation is stipulated under various national regulations governing electronic systems, including provisions related to child protection, official game classification requirements, and private electronic system operators.

Based on these frameworks, Kemkomdigi sees potential non-compliance between the information presented on the platform and Indonesia’s regulatory standards, particularly regarding the display of unofficial ratings and the use of IGRS labels without proper verification.

The ministry stated that it will seek formal clarification from Steam and conduct further discussions to ensure compliance with national regulations.

“We urge platforms to ensure that all information presented to the public is accurate and accountable. This is not only a matter of compliance, but also a responsibility to protect users, especially children,” he stressed.

If violations are identified during the evaluation process, Kemkomdigi will take follow-up actions in accordance with applicable laws, including administrative measures against non-compliant electronic system providers.

At the same time, the ministry continues to improve the IGRS system by strengthening its verification and monitoring mechanisms to ensure more accurate and reliable classification processes.

Kemkomdigi also highlighted that safeguarding the digital space cannot rely solely on the government. The public is encouraged to refer to official IGRS channels and participate actively by reporting any discrepancies, contributing to a safer and more transparent digital ecosystem in Indonesia.
