Indonesia Presents AI-RAM Implementation Results and Promotes AI Ethics at UNESCO International Forum

Jakarta, INTI – In its ongoing effort to strengthen its strategic role in the digital world, the Indonesian government presented the results of its Artificial Intelligence Readiness Assessment Methodology (AI-RAM) at a prestigious international event. The presentation took place during the 3rd UNESCO Global Forum on the Ethics of Artificial Intelligence, held in Bangkok, Thailand, on Wednesday, June 25, 2025. The forum served as a platform for countries to promote ethical and inclusive AI development amid the rapid global digital transformation.

AI-RAM Assessment: Building a Collective Foundation for National AI

Indonesia’s Deputy Minister of Communication and Digital Affairs, Nezar Patria, represented the country in a high-level session titled “From Readiness Assessment to Enhanced Institutional, Technical and Human Capacities on AI.” In his remarks, he explained that AI-RAM has helped Indonesia comprehensively assess its AI readiness, covering legal, social, scientific, economic, and technological dimensions.

According to Nezar, one of the key outcomes of the AI-RAM implementation is the development of a collective understanding of diverse public needs and expectations regarding AI. This understanding was shaped through multi-stakeholder workshops held in Jakarta, Aceh, Balikpapan, and Makassar.

Challenges and Strategic Steps Toward Digital Sovereignty

While the process has yielded valuable insights, Nezar also highlighted several challenges, including limited time, expert representation, and Indonesia’s geographic diversity, which posed difficulties in gathering evenly distributed data. He stressed that the current focus of AI-RAM on technology adoption must be complemented by a more strategic approach.

“The most significant step going forward is to evaluate our readiness for digital technology sovereignty—a deeper, more strategic assessment that is crucial for our future in the global digital landscape,” he explained.

Promoting AI Ethics Education and Regional Collaboration

In addition to sharing its national experience, Indonesia also emphasized the importance of AI ethics education, civil society engagement, and the development of concrete policies in key sectors such as health, education, and bureaucratic reform. Furthermore, Indonesia advocated for value-based regional cooperation and South-South knowledge exchange, including the integration of ethical impact assessments in all multilateral AI initiatives.

The session, attended by senior officials from countries such as Malaysia, Maldives, Uganda, Cuba, and Laos, was moderated by Maki Katsuno-Hayashikawa, Director of UNESCO’s Multisectoral Regional Office in Jakarta.
