Jakarta, INTI - Indonesia is moving forward with the development of a Presidential Regulation (Perpres) on Artificial Intelligence (AI) as AI adoption continues to rise across the country. Alongside the National AI Roadmap and National AI Ethics Guidelines, the government aims to establish a comprehensive regulatory framework to guide the responsible development and application of AI across multiple sectors.
Deputy Minister of Communication and Digital Affairs Nezar Patria stated that the Presidential Regulation is being drafted in parallel with the National Artificial Intelligence Strategy (Stranas KA) using a risk-based approach. He emphasized that Indonesia requires a clear and robust regulatory framework to ensure AI innovation progresses while safeguarding public interests.
"We need a well-defined AI development framework supported by strong governance and careful planning," Nezar said on Thursday, 16 July 2026.
According to Nezar, Indonesia currently ranks among the top five countries worldwide in ChatGPT usage, particularly for coding, data analysis, and education. In addition, nearly half of the country's workforce uses AI on a weekly basis. Despite this high level of adoption, many individuals and businesses have yet to fully develop the capabilities needed to maximize AI's potential.
"Simply adopting AI is not enough. What matters most is the ability to use it effectively and strategically," he explained.
Nezar noted that the country's biggest challenge is no longer access to AI technology, but rather the quality of its utilization. A significant gap remains between advanced users who leverage AI for complex tasks and the majority who rely on it only for basic functions. Similar challenges exist among businesses, particularly micro, small, and medium-sized enterprises (MSMEs), many of which have not yet completed their digital transformation and are therefore not fully prepared to integrate AI into their operations.
Government Prioritizes AI Deployment Across Key Sectors
To encourage broader AI adoption, the government has identified four priority sectors for AI implementation: education, healthcare, financial services, and public services.
In education, AI will be introduced through age-appropriate learning approaches. In healthcare, AI is expected to enhance medical services, particularly in regions facing shortages of specialist doctors. Meanwhile, in the financial services and public sectors, AI will be deployed to improve service quality, increase operational efficiency, and accelerate digital transformation across financial institutions, including microfinance organizations, and government agencies.
Earlier, Minister of Communication and Digital Affairs Meutya Hafid announced that the government had completed the National Artificial Intelligence Roadmap White Paper, developed in collaboration with 443 representatives from government institutions, academia, industry, communities, and the media.
The document now serves as the foundation for the Presidential AI Regulation, which has been submitted to the Ministry of State Secretariat for further review. According to Meutya, the regulation is intended to ensure that AI development in Indonesia remains responsible, transparent, and centered on human values.
