Jakarta, INTI – In response to the rapid development of Artificial Intelligence (AI) across various sectors, the Indonesian government is finalizing a dedicated regulation in the form of a Presidential Regulation (Perpres) to govern the responsible use of AI. This strategic regulation is targeted for completion and official issuance by September 2025, serving as a legal foundation to ensure AI is utilized responsibly and in alignment with national interests.
Draft Regulation Reaches Final Stage
Deputy Minister of Communications and Digital, Nezar Patria, stated that the drafting process for the AI Presidential Regulation is now in its final stage. The initial document is expected to be completed by the end of July 2025 and will undergo public consultation throughout August.
“We hope to finalize the document in the form of a Presidential Regulation by September,” said Nezar during the launch of the AI Policy Dialogue Country Report at the Ministry of Communications and Digital Office on Monday July 28, 2025.
Following the public consultation, the draft will proceed to inter-ministerial harmonization, involving the Ministry of Law and the State Secretariat, before being signed by the President.
Learning from Collaboration with the UK
The regulation will be based on the AI Policy Dialogue Country Report, a collaborative effort between the Indonesian and UK governments. This document serves as an initial reference in formulating a concrete, progressive, and comprehensive national AI policy.
“The Ministry of Communications and Digital will use the results of this dialogue as the foundation for AI policy recommendations that are concrete and progressive, and aligned with national interests,” Nezar explained.
The report is structured systematically, covering both fundamental and technical issues including various challenges, potentials, and AI implications in six key sectors, as well as the essential building blocks Indonesia needs to accelerate AI adoption.
Government Acts as Facilitator and Accelerator
Nezar emphasized the importance of the government's role as both a facilitator and accelerator in shaping the national AI ecosystem. The development of an AI roadmap is one of the strategic steps to ensure AI can bring maximum benefit without neglecting ethics, privacy, and public protection.
“We are currently developing an AI roadmap, and this report will serve as an important input alongside other previously published documents,” he added.
