Jakarta, INTI - The East Java Provincial Government is accelerating the construction of a waste-to-energy (PSEL) facility through inter-regional collaboration. This project will involve a daily waste supply of more than 2,200 tons from the Surabaya and Malang areas.
East Java Governor, Khofifah Indar Parawansa, stated that inter-regional collaboration is key to meeting the PSEL material needs, in accordance with the minimum requirement of 1,000 tons of waste per day.
"This collaboration is not just about waste management, but part of our broader solution to generate renewable energy from waste," Khofifah said in a statement on Sunday, March 29, 2026.
Seven East Java Regions are Involved in This Project
The collaboration agreement was signed with seven regional heads at the Grahadi State Building and witnessed by the Minister of Environment, Hanif Faisol Nurofiq. This agreement targets integrated waste management and waste-based energy production.
For the Greater Surabaya area, the total waste supply reaches approximately 1,100 tons per day, originating from Surabaya City and the regencies of Gresik, Sidoarjo, and Lamongan. The construction facility site is planned for Sumberejo Village, Pakal District, Surabaya City.
Meanwhile, the Greater Malang area supplies approximately 1,138.9 tons of waste per day from Malang Regency, Malang City, and Batu City. The PSEL facility will be built in Bunut Wetan Village, Pakis District, Malang Regency.
East Java’s PSEL Management is Exemplary
Khofifah stated that the provincial government will ensure the project's implementation runs smoothly through inter-regional coordination, monitoring, and evaluation. Oversight is carried out to maintain transparency and ensure waste and energy management targets are achieved.
Hanif Faisol Nurofiq stated that East Java's waste management achievement has reached 52.7 percent, the highest nationally and exceeding the national average of 24.95 percent.
Hanif also assessed that waste management in East Java can serve as a reference for other regions, including in reducing open dumping waste management method and encouraging the use of energy-based waste processing technologies.
