SatuSehat, National Health Report Encourages Comprehensive Health Monitoring

Jakarta, INTI – The Indonesian Ministry of Health (Kemenkes) targets medical record ownership for every Indonesian citizen (WNI). More specifically, these medical records will include a complete health history from the womb until the end of life.

Setiaji, the Ministry’s Expert Staff for Health Technology, stated that the system being developed will not only cover data for sick individuals but also for those in good health.

“We want to have a historical health record, starting from the womb, birth, adolescence, adulthood, all the way to death,” said Setiaji at the Conference Health Insurance 2025 Jalin Health and Media Asuransi in Jakarta on Wednesday, 30, July, 2025.

Integrated Digital Solution for Health Data

SatuSehat is a platform that connects various health information systems through the standardization and integration of Electronic Medical Records (EMR). Through SatuSehat, Setiaji mentioned that the Ministry is optimistic about digitalizing health services and data starting from the womb.
“Our target (Kemenkes RI) is to record and then digitalize health services and community data from the womb,” said Setiaji.

Currently, the SatuSehat platform can integrate around 50,000 healthcare facilities. This allows the exchange of diagnostic data and visit records to be interconnected. Some facilities have already successfully sent data on medications, lab results, X-rays, outpatient and inpatient care, and the system is now expanding to include emergency departments.
“SatuSehat consists of a platform that connects healthcare facilities, and there is also a mobile component used to access medical records, including obtaining information about one’s health,” he explained.

Why Health Report Cards Are Important

Comprehensive medical records will have a significant impact on both the health and financial sectors. With medical history, the government or healthcare professionals have a basis for assessing individual health risks.

“These data can be used for various purposes, definitely related to claims, and in finance, health checks may also be conducted. Here, we could also do individual health assessments,” explained Setiaji.

Moreover, the Ministry of Health is designing the system to provide recommendations for specialist referrals or doctors based on patients’ medical history.

“This year we will launch a competency-based referral system, which of course requires knowledge, a solid database, and AI will play a significant role here,” he added.

Supporting Insurance and Financing

Medical history can also assist in preparing more accurate insurance policies. Setiaji added that the system can help BPJS for health and private insurance companies streamline underwriting and payment processes. All processes will be regulated through standardized financing schemes, ranging from action codes to service types.

“We already have the National Health Service and Action Financing Code standards, or what we call KPTL. These standards can later be used for claims,” said Setiaji.

The implementation of student health report cards is a progressive step toward creating a more proactive, inclusive, and digital healthcare system. With the support of SatuSehat and the CKG program, Indonesia is moving toward integrating health data from an early age to foster a healthier and more productive future generation.
