Kemkomdigi: YouTube Kids is Not Affected by The PP Tunas Regulation

Jakarta, INTI - The Ministry of Communication and Digital Affairs (Kemkomdigi) stated that YouTube Kids is not affected by Government Regulation No. 17 of 2025 (PP Tunas), even though YouTube is categorized as a high-risk platform. Minister of Komdigi, Meutya Hafid, explained that this is because YouTube Kids is a separate application from the main platform.

"YouTube Kids is different from other platforms where the application is a single unit or part, making it easier to monitor," Meutya said in a press conference at the Kemkomdigi office on Wednesday, April 22, 2026.

YouTube Kids is a Separate Application

Therefore, the PP Tunas regulations apply to YouTube, not YouTube Kids. Head of Government Affairs and Public Policy of YouTube Asia Pacific representative, Danny Ardianto, emphasized that while still part of the YouTube ecosystem, YouTube Kids is designed as a standalone application with distinct functions and does not even require a user account.

YouTube Kids is intended for children under 12 years old, offering a safer environment, supported by curated content and parental control features such as age restrictions, search restrictions, and usage time through Family Link.

Previously, Google was sanctioned for failing to comply with PP Tunas requirements. However, Kemkomdigi stated that Google submitted a letter of compliance on April 17, demonstrating its commitment to Indonesian regulations.

As part of the adjustments, YouTube began enforcing a 16-year-old minimum age limit and plans to disable certain accounts and remove ads targeting children and teens.

Conclusion 

YouTube Kids is not affected by the PP Tunas regulations because it is separate from YouTube, so the regulations only apply to the main platform. The Ministry of Communication and Digital Affairs, Meutya Hafid, explained that YouTube Kids is specifically designed for children with a different supervision system. Google itself has stated its commitment to complying with the regulations, including implementing age restrictions, restricting certain accounts, and removing ads targeting children.
