Jakarta, INTI - The Coordinating Ministry for Law, Human Rights, Immigration, and Corrections (Kemenko Kumham Imipas) has signed a Memorandum of Understanding (MoU) with the National Cyber and Crypto Agency (BSSN) to strengthen the security of government electronic systems and information technology governance in Jakarta on Wednesday.
Coordinating Minister for Law, Human Rights, Immigration, and Corrections Yusril Ihza Mahendra said the partnership represents an important step in advancing bureaucratic reform while supporting the development of a secure and reliable electronic-based government system.
“This initiative is also aimed at establishing a secure, reliable, and accountable electronic-based government system as part of the vision of achieving Golden Indonesia 2045,” Yusril said.
Four Key Areas of Cooperation
Yusril explained that the cooperation between Kemenko Kumham Imipas and BSSN covers four main areas, with strengthening data infrastructure security serving as the first priority.
The two institutions will collaborate on securing information technology infrastructure over a five-year period. The partnership will also focus on mitigating the impact of cyber incidents and strengthening the protection of strategic government assets and data against hacking attempts and data breaches.
The security efforts will include cybersecurity monitoring and data exchange to support the implementation of the cooperation.
The second area involves the use of integrated electronic certificates issued by the Center for Electronic Certification (BSrE), with the cooperation scheduled to run for four years.
Electronic certificates will be used to ensure the authenticity and integrity of data, as well as the validity of documents used in government electronic transactions.
“This is intended to ensure the authenticity and integrity of data and the validity of documents in government electronic transaction services,” Yusril said.
The third area focuses on strengthening personal data protection and system integrity. Kemenko Kumham Imipas has committed to safeguarding and maintaining the confidentiality of personal data processed through its electronic systems.
According to Yusril, the implementation will follow data protection principles and comply with applicable laws and regulations governing personal data protection.
The fourth area covers cybersecurity capacity building within Kemenko Kumham Imipas through employee training and professional competency certification.
The cooperation will also include cybersecurity awareness campaigns and the integration of security practices among employees across the ministry.
“We hope this cooperation over the next four and five years will proceed as jointly expected,” Yusril said.
BSSN Supports Integrated Government Systems
BSSN Head Lt. Gen. (Ret.) Nugroho Sulistyo Budi said the signing of the MoU and cooperation agreement forms part of the implementation of President Prabowo Subianto’s direction toward establishing an integrated government administration system.
Under this approach, government institutions are expected to work together as part of an integrated system to create a government that is more efficient, productive, service-oriented, and accessible to the public.

BSSN is also supporting Kemenko Kumham Imipas in developing an integrated electronic system designed to improve service efficiency and strengthen the reliability of digital government operations.
According to official information from Kemenko Kumham Imipas, the MoU between the two institutions will remain in effect for five years, covering the 2026–2031 period.
During this period, the cooperation will cover information technology infrastructure security, cyber incident mitigation, and enhanced protection of strategic government assets and data.

The cooperation between Kemenko Kumham Imipas and BSSN strengthens the foundation for secure and reliable digital government services in Indonesia. Through cybersecurity infrastructure protection, personal data security, electronic certification, and workforce development, the partnership is expected to support stronger government digital governance through 2031.
