Indonesian Government Uses AI to Detect Assets of Social Assistance Recipients

Jakarta, INTI - Chairman of the Government Digital Transformation Acceleration Committee (KPTDP) and Chairman of the National Economic Council (DEN), Luhut Binsar Pandjaitan, said the Indonesian government will use artificial intelligence (AI) to support the management and integration of social protection data.

Government Integrates Social Protection Data with AI 

Luhut explained that AI will enable data held by various ministries and government agencies to be integrated and used to strengthen the country’s social protection system.

“All population-related data held by ministries and government agencies will eventually be integrated with the help of AI,” Luhut said during a press conference at the Ministry of Social Affairs on Wednesday, September 30, 2026.

He also highlighted the contribution of Indonesian talent to the development of the data integration system, noting that the technology has received international recognition.

“The AI was developed by Indonesian talent, by Indonesians, and so far it has received significant appreciation from the international community,” Luhut said.

AI to Improve Social Assistance Recipient Classification 

Beyond data integration, AI will also be used to improve the classification of social assistance recipients into economic deciles, with the aim of making the categorization more accurate.

“With AI, we will also improve the decile classification because ministries and government agencies can now communicate and exchange data with one another through AI,” Luhut explained.

Minister of Home Affairs Tito Karnavian said the primary data used to identify social assistance recipients will come from population records maintained by the Ministry of Home Affairs’ Directorate General of Population and Civil Registration (Dukcapil).

The population database includes biometric information such as facial recognition data, which will then be matched with information on asset ownership, including land, vehicles, and banking records.

“Dukcapil data will be integrated with asset ownership information. For example, if someone owns land, the data from the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) will be included. If they own a car, the police data will also be integrated,” Tito said.

Conclusion 

Indonesia’s plan to use AI for social protection data marks an effort to improve data integration and the accuracy of social assistance targeting. By connecting population, biometric, and asset ownership data across government institutions, the system is expected to provide a more comprehensive basis for identifying eligible beneficiaries.
