ASPIMTEL Calls for an Evaluation of Telecommunications Tower Governance to Maintain Network Quality

Jakarta, INTI – The quality of telecommunications services in tourism areas has once again come under scrutiny amid rising digital activity and increased tourist mobility in Badung, Bali. Limitations in the management of tower infrastructure are considered to have the potential to hinder network capacity expansion needed by the public and industry players. In response to these challenges, the Association of Infrastructure and Telecommunications Tower Developers (ASPIMTEL) has called for an evaluation of telecommunications tower governance to make it more adaptive and competitive. 

This call was conveyed during a series of industry discussions held in Badung, involving business actors and relevant stakeholders. The initiative is expected to serve as a solution to maintain network service quality while fostering a healthy business climate in one of Indonesia’s leading tourist destinations.

The Importance of Infrastructure Governance Evaluation

ASPIMTEL views the evaluation of telecommunications tower management governance in Badung Regency as a strategic step to ensure optimal network service performance. Overly restrictive infrastructure management is believed to reduce the flexibility of mobile operators in adjusting network capacity in line with continuously growing traffic demand.

As a region with high tourism activity, Badung requires reliable and sustainable telecommunications infrastructure support. The availability of high-quality networks not only affects tourist convenience but also underpins economic activities and digital-based public services.

Perspectives from Telecommunications Industry Players

From the industry’s perspective, the Manager of OM & Deployment for the Balinusra region at PT Dayamitra Telekomunikasi Tbk (Mitratel), Andi Baspian Yasma, stated that limited infrastructure cooperation options could directly impact service quality.

“In the field, operators need flexibility to enhance their networks according to traffic demand, especially in areas with high activity,” he said.

This statement reflects the industry’s need for more open governance frameworks so that network development can respond effectively to dynamic user demand.

Regulatory Certainty and the Investment Climate

A similar view was expressed by the Regional Manager for the Balinusra region at PT Tower Bersama Infrastructure Tbk (TBIG), Anandayu Ega Hardianto. He emphasized that certainty and transparency in infrastructure governance are critical factors for sustainable regional investment.

“The sustainability of investment is highly dependent on regulatory certainty and balanced business opportunities,” Ega noted.

According to him, clear and fair regulations will encourage business players to continue investing in network quality improvements, particularly in areas experiencing rapid growth in data traffic.

Signal Quality Findings and Future Outlook

ASPIMTEL also highlighted the results of signal quality tests at several locations in Badung, which indicate the need for increased network capacity. Several tourism areas and densely populated residential zones were recorded as having less-than-optimal signal quality compared to other regions in Bali.

Looking ahead, ASPIMTEL hopes to foster constructive dialogue among local governments, industry players, and other stakeholders. Through such collaboration, it is expected that a more adaptive telecommunications tower governance framework can be formulated in line with technological advancements and community needs, enabling continuous improvement in service quality in Badung alongside growing tourism activity and data traffic.
