Jakarta, INTI - The Ministry of Communication and Digital Affairs has clarified that the temporary restriction on access to the domain commons.wikimedia.org was the result of a content control mechanism triggered by indications of gambling-related material.
“The inaccessibility of Wikimedia Commons originated from a system that detected keywords and visual content associated with prohibited categories, particularly gambling, which led the platform to be classified under content handling measures,” explained Director General of Digital Space Supervision, Alexander Sabar, in Central Jakarta on Friday, March 27, 2026.
He further noted that this detection system is preventive in nature and, under certain conditions, may result in false positives, including on neutral and educational platforms.
“After receiving reports of the restriction, our technical team immediately conducted a manual verification of the flagged content, including a review of classification parameters to ensure detection accuracy. Once confirmed as a false positive, we promptly restored access to Wikimedia Commons,” he said.
Access Restored, Government Urges PSE Compliance
Alexander added that as of Wednesday, March 25, 2026, at 10:00 PM WIB, Wikimedia Commons has been fully normalized and is once again accessible to the public without restrictions.
As a follow-up, the Ministry has carried out a system audit and internal technical coordination to ensure a comprehensive evaluation of its mechanisms and to improve the accuracy of negative content detection.
“This incident could have been avoided if Wikimedia had been included in the whitelist database. However, as they have not completed the Private PSE registration process in Indonesia, Wikimedia Commons was not categorized under the whitelist in the blocking system,” he explained.
Therefore, the Ministry has urged Wikimedia to promptly complete its registration process and obtain its PSE registration certificate as a form of compliance with Indonesian regulations.
“We remain committed to maintaining a safe digital space in Indonesia, free from illegal content, while ensuring that all policy measures are implemented proportionally, based on evidence, and with a strong emphasis on prudence. Public trust remains at the core of our efforts,” he concluded.
