YouTube and Instagram Have Not Committed to The Regulation Obligation of PP TUNAS

Jakarta, INTI - Indonesia has officially implemented the regulations on restricting social media access for children under 16 years old. However, four major platforms, including YouTube and Instagram, are not among those that have committed to implementing the regulations. 

Previously, eight social media platforms were listed as high-risk for children by the Ministry of Communication and Digital Affairs (Komdigi): YouTube, Facebook, Instagram, Threads, X, TikTok, Bigo Live, and Roblox.

However, in a statement on Friday, March 27, 2026, only X and Bigo Live were said to have made a full commitment. Two others, Roblox and TikTok, were partially compliant.

"Actually, two are fully cooperative, and two are partially cooperative. So this is good news," said Minister of Komdigi, Meutya Hafid. YouTube, Instagram, Threads, and Facebook were not mentioned.

The Government is Still Waiting for Compliance from The Four Remaining Platforms

When asked about the four platforms that have not yet complied with the regulations, Meutya explained that the regulations are clear from Government Regulation No. 17 of 2025 on Electronic System Governance for Child Protection (PP TUNAS) and its derivative Ministerial Regulations issued in early March, as well as the Ministerial Decree.

"We also need to remind them that the government has the authority to take enforcement measures in accordance with statutory provisions, including imposing sanctions," Meutya explained.

She emphasized that business entities operating in Indonesia are required to comply with existing regulations. Meutya added that she is confident the platforms will comply.

"Of course, we once again believe that the platforms will continue to comply. We will wait and see tomorrow," she added.

Conclusion 

The Indonesian government has begun implementing social media restrictions for children under 16, but not all platforms have complied. Of the eight high-risk platforms, only X and Bigo Live have fully committed, while TikTok and Roblox have partially complied. Other platforms, such as YouTube and Instagram, have not yet demonstrated commitment, prompting the government, through Meutya Hafid, to emphasize the possibility of sanctions for those who fail to comply.
