Pertamina NRE and Kemenkop are Accelerating the Construction of PLTS in Sembur Laut Island

Jakarta, INTI - Pertamina New & Renewable Energy (Pertamina NRE), in collaboration with the Ministry of Cooperatives (Kemenkop), is accelerating the first phase of construction of the Koperasi Desa/Kelurahan Merah Putih solar power plant (PLTS KDKMP) on Sembur Laut Island, Riau Islands.

Pertamina NRE Corporate Secretary, Nur Hidayati, stated that the progress of the PLTS KDKMP project on Sembur Island has reached 80 percent.

"This renewable energy-based PLTS project, which is integrated with the KDKMP program, has reached approximately 80 percent progress. We express our gratitude for the coordination and support of all parties, especially Kemenkop and the Sembur Island community, who are working to realize this project," said Nur Hidayati in Jakarta on Monday, June 22, 2026.

Sembur Island was chosen as the location for this new and renewable energy-based project because it meets several key criteria for KDKMP development: it already has ongoing economic activity, a KDKMP has been established, but is not yet connected to the electricity grid.

400 kWp Capacity and 600 kWh Battery in First Phase

Nur Hidayati stated that in this first phase, all solar panels have been installed, and the battery system has been successfully shipped and arrived at the project site. For the first phase, the PLTS  will be built with a capacity of 400 kilowatt peak (kWp) and supported by a 600 kilowatt hour (kWh) battery system.

"The total installed solar power plant capacity will be 1 megawatt peak (MWp) with a 1 megawatt hour (MWh) battery," she said.

Furthermore, Nur Hidayati explained that work is currently focused on completing the electricity distribution network, integrating the battery system, and constructing supporting facilities such as a 5-ton cold storage facility and a 2-ton-per-day ice maker, which will be managed by the local KDKMP.

These facilities are targeted to be fully operational in the third quarter of 2026 and will be a vital part of creating a productive, clean energy-based economic ecosystem on Sembur Island.

This project, a collaboration between Kemenkop and PT Pertamina (Persero) through Pertamina NRE, is the first cooperative-based PLTS in Indonesia.

The developed model positions cooperatives as the primary managers of energy assets and drivers of community economic activity, ensuring that the resulting benefits are returned to members and villagers.

"We hope that the PLTS KDKMP in Sembur Island can serve as an example of how renewable energy not only provides reliable energy but also creates added economic value, creates jobs, and improves community welfare through synergy between cooperatives," said Nur Hidayati.

Conclusion 

Pertamina NRE and Kemenkop continue to accelerate the first phase of construction of the PLTS KDKMP on Sembur Laut Island, Riau Islands, which has reached 80 percent progress. In the initial phase, this project includes the installation of 400 kWp solar panels and a 600 kWh battery system, with a total capacity target of 1 MWp and 1 MWh battery. In addition to completing the distribution network and battery system integration, the project also includes the construction of cold storage and ice maker facilities to support community economic activities.
