Jakarta, INTI - Member of Commission XIII of the Indonesian House of Representatives (DPR RI) Marinus Gea stated that regulations on Artificial Intelligence (AI) should not be limited to journalistic provisions within the Draft Copyright Law (RUU Hak Cipta). He argued that the rapid development of AI, which now affects nearly every sector of society, requires a more comprehensive framework through a dedicated AI Law.
Marinus made the statement during a Focus Group Discussion (FGD) on journalistic provisions in the Draft Copyright Law organized by the Ministry of Law on Tuesday, July 21, 2026.
Marinus Gea Calls for AI Law as a Comprehensive Legal Framework
"AI today has an extremely broad scope. It can access global information sources without limitations, scrape millions of articles, store data, train models, and generate responses that could eventually reduce the need for people to directly read news content. Such extensive AI capabilities cannot realistically be regulated only within the framework of the Copyright Law," Marinus said.
He explained that the key issue that must first be addressed is identifying what exactly should be protected when regulating AI's interaction with journalistic works.
"If journalists themselves use AI as a tool to assist in writing and producing new works, we must clarify what is actually being protected. Is it the media business, the written content, or the individual creator? This issue needs to be clearly defined first," he said.
Marinus also questioned how enforcement and supervision would be implemented if AI regulations were incorporated into the Copyright Law. According to him, the government must have clear mechanisms and instruments if it intends to regulate or limit AI operations.
"AI cannot regulate itself. If AI usage is restricted, the state must have the tools to monitor and enforce those rules. Once it involves controlling AI operations, the regulation should not be placed solely under the Copyright Law," he emphasized.
He added that AI's impact extends beyond copyright and journalism, affecting various sectors including education, healthcare, industrial design, and many other fields.
"AI touches almost every aspect of life. Therefore, I believe Indonesia needs a separate law governing AI operations. This legislation would serve as a legal framework covering all sectors affected by AI, including copyright and journalism," Marinus stated.
Marinus suggested that the ministry responsible for digital transformation should take the lead in establishing AI governance in Indonesia, while copyright and journalism-related issues could become part of the broader AI regulatory framework.
AI Regulation Must Address Challenges in Journalism
Furthermore, Marinus highlighted the increasing adoption of AI among journalists. Referring to data from the Reuters Institute, he noted that around 56% of journalists have used AI in their work, with some regularly utilizing AI to create initial drafts of articles.
"If part of the news-writing process is already assisted by AI, how do we determine whether AI is merely a supporting tool or has generated a significant portion of the content? The position of AI within the copyright framework must be carefully defined," Marinus explained.
He concluded by emphasizing the importance of conducting an in-depth discussion on AI provisions within the Draft Copyright Law to ensure future regulations can address technological developments while preventing new challenges during implementation.
