Indonesia Parliament Approves One Data Law Regulating AI and Blockchain

Jakarta, INTI - Indonesia’s House of Representatives (DPR RI) officially passed the Bill on One Data Indonesia (Satu Data Indonesia/SDI) into law during a plenary session held at the Parliament Complex in Senayan, Jakarta, on Tuesday, October 6, 2026. The session was chaired by DPR Speaker Puan Maharani.

“We will now ask the factions whether the Bill on One Data Indonesia can be approved and enacted into law,” Puan said while presiding over the session.

All DPR factions expressed their approval, officially paving the way for the SDI Bill to become law.

The approval followed a report on the bill’s deliberations presented by DPR Legislative Body (Baleg) Deputy Chairman Sturman Panjaitan.

Sturman said the government had submitted 1,338 problem inventories (DIM) covering the main provisions and another 829 DIMs concerning the bill’s explanatory section during the deliberation process.

After reviewing all of the proposed issues, the Baleg Working Committee (Panja) agreed on the final version of the One Data Indonesia Bill, which consists of 20 chapters and 141 articles.

National Data Governance Framework 

One of the key provisions establishes National Basic Data (Data Dasar Nasional/DDN) under state control. The DDN will serve as a primary reference for national development planning, fiscal policy and budgeting, social assistance distribution, and other strategic national needs.

The law also establishes a governance framework for One Data Indonesia and provides for the creation of an institution responsible for administering the national data system under the authority of the President.

It further defines data management responsibilities across different levels of government, from the national and regional levels down to villages and urban wards.

The legislation also establishes standards for data and metadata, reference codes and/or master data, a national data catalog system, and data interoperability.

AI, Blockchain and Data Security Regulation 

The use of digital technologies, blockchain, and artificial intelligence (AI) is also incorporated into the One Data Indonesia framework. Meanwhile, the law introduces provisions governing data usage and access control.

For restricted data, access and transfers outside Indonesia’s jurisdiction will require approval from the DPR. In terms of security, the law establishes requirements covering data security standards, security audits, and data sovereignty audits.

Data administrators will also be required to report security incidents within a maximum of 24 hours.

Sturman said the Baleg Working Committee had additionally agreed on provisions covering administrative sanctions, criminal penalties, and transitional arrangements.

“After all of the DIMs were discussed intensively, the One Data Indonesia Bill was agreed upon by the Working Committee, consisting of 20 chapters and 141 articles,” Sturman said.

Conclusion 

Indonesia’s new One Data Indonesia Law establishes a comprehensive framework for national data governance, covering data standards, interoperability, access control, security, and sovereignty. By also incorporating AI and blockchain, the legislation provides a regulatory foundation for the country’s digital transformation while strengthening the management and protection of strategic national data.
