Jakarta, INTI - AirNav Indonesia and Telkom University are strengthening their collaboration in artificial intelligence (AI) and cybersecurity to improve aviation safety, accelerate flight information preparation, and optimize air traffic controller (ATC) scheduling.
The partnership was formalized through an agreement on laboratory optimization and joint research in Central Jakarta on October 8, 2026.
AirNav Indonesia Technical Director Zainal Arifin Harahap said AI is intended to improve operational efficiency without replacing human decision-making in safety-critical activities.
“In aviation, safety is the top priority. Over time, safety must also go hand in hand with efficiency and sustainability,” Zainal said.
NOTAM AI Generator Cuts Preparation Time to One Minute
One key outcome of the collaboration is the NOTAM AI Generator, a prototype initiated in 2024 and initially launched in 2025.
NOTAM (Notice to Airmen) provides essential information for flight operations. With AI assistance, NOTAM preparation can be completed in approximately one minute, although authorized personnel must still review and verify the results.
Zainal emphasized that technology must address genuine operational needs rather than simply replace existing processes.
AI to Improve ATC Personnel Scheduling
AirNav Indonesia and Telkom University are also developing an AI-powered application to automate ATC scheduling while complying with working-hour regulations and mandatory rest periods.
The system is expected to simplify the complex task of coordinating personnel schedules. According to Zainal, ATC personnel cannot work continuously for two hours without a break, while rest between shifts must be at least 15 hours.
AI is expected to improve scheduling efficiency while maintaining compliance with operational requirements.
Joint Research Focuses on Practical Industry Needs
The latest agreement builds on a memorandum of understanding signed in 2024. Its scope includes joint research and development, laboratory optimization, technology implementation, and knowledge exchange.
Fauzan Adziman, Director General of Research and Development at the Ministry of Higher Education, Science, and Technology (Kemdiktisaintek), welcomed the partnership, emphasizing that research should address real industry challenges and deliver practical outcomes.
Angga Rusdinar, Telkom University’s Vice Rector IV for Research, Innovation, and Collaboration, added that every technology developed through the partnership must undergo testing, evaluation, and validation before operational implementation.
The collaboration was highlighted at the SATRIA 2026 Forum, themed “Connecting Leaders, Research, and Industry for Trustworthy AI,” which brought together government, industry, universities, and researchers to advance AI, cybersecurity, and technology workforce development.
